The 5 things you need to know • WEF 23 September 2013 Operation ASLAN has been declared: • Non-warlike service for South Sudan (Zone A); and • Peacetime service for Uganda (Zone B). • If you are assigned for duty to Operation ASLAN and inside the specified area then all relevant CoS apply. • Outside this area? Depending on the reason, some CoS may no longer apply. • The current Deployment Allowance rate (for non-warlike service only) is $163.18 per day. This could increase or decrease so don’t make significant financial decisions based on this amount! • The length of your deployment may affect some non-financial CoS like leave, removals, taxation concessions and housing contributions.

  3. Entitlements to CoS • The specified area of operations for Operation ASLAN is shown in the next slide. • Why do you need to know this? Well if you’re outside the specified area, then in most circumstances your CoS entitlement will cease. • You’re also not entitled to CoS if you’re not assigned for operational duty to Operation ASLAN. Your DEPORD or TASKORD will indicate if you’re assigned for operational / non-operational (visitor) duty.

  4. OPERATION ASLAN Zone A The specified area comprises South Sudan and Uganda Zone B ADF contribution to the United Nations Mission in Sudan

  5. Deployment Allowance The current Deployment Allowance rate is $163.18 per day. • It is paid from the date of your first arrival inside the specified area (Zone A) and ceases after you leave for the last time. • It is paid during temporary absences related to operational service or recreation or war service leave. • It could change whilst you’re away – do not rely on this particular amount when making financial decisions. • The most up to date amount will be on the Pay and Conditions website (Chapter 17 of the PACMAN)

  6. Deployment Allowance – temporary absences • You will continue to receive Deployment Allowance if you are temporarily absent from the specified area for reasons related to operational service. • These reasons include: • Recreation or War service leave – often in conjunction with Relief Out of Country Travel Fares Assistance (ROCTFA) • Acting as a Medical escort • It is not payable for absences for non-operational reasons such as compassionate leave or disciplinary return to Australia. If you return to the specified area to commence operational duty again, Deployment Allowance will re-commence.

  7. Allowances Other Financial CoS • Other allowances may continue to be paid where applicable: • Separation Allowance • Special Forces Disability • Flying Allowance • Maritime Allowances • Field Allowance applications are to be submitted to DGSPT (J1/4) HQJOC for approval IAW PACMAN requirements, providing the stipulated threshold criterion of 'living in the field' has been met.

  8. Other Financial CoS • Meals and Accommodation may be provided in the specified area. • If meals are not provided – TA (including incidentals) can be paid (see PACMAN 17.7.12 for more detail). • The United Nations may provide Mission Subsistence Allowance (MSA) for personnel deployed to the UN Mission (UNMISS), in both Zones A and B. When MSA is paid by the UN, no ADF TA is applicable.

  11. Things you should do before you deploy • Check with Centrelink regarding: • Family Tax Benefits: • any other benefits that you may be eligible for depending on your family composition and income • Check with Child Support Agency regarding child support payments • Check your insurance is up to date • Speak to your financial planner or tax accountant about impact of tax concessions

  12. Defence APS Employees • Employees receive operational support allowance for each day or part of a day they are in either of these situations. • in the operational area (Zone A), and • on leave during their period of duty but only if the leave taken is not greater than the leave credit accrued for the period of duty. • Full details in Chapter 17 Part 8 Division 1 • Current OSA rate: • $163.18per day • Relief Out of Country Travel Fares Assistance (ROCTFA). • APS employees are eligible for ROCTFA in accordance with PACMAN Chapter 17 Part 8 Division 2

  13. Defence APS Employees • Operational Hours Allowance compensates for: • Work in an environment that does not allow for work practices that are usual in other Defence workplaces. • The need to perform additional hours of duty, or work that would normally attract shift penalties. • Paid at the rate of $21,374 pro rata – full details in PACMAN Chapter 17 Part 8 Division 4 • Leave for APS Employees: • an additional 10 days annual leave for duty in a specified area, pro rata pa, and • 1 day additional annual leave for every 10 days of service paid OSA; to a maximum of 10 days pa. • Compensation • Covered under the provisions of the Safety Rehabilitation and Compensation Act for death, injury or illness; except while on leave outside the specified area.

  14. Defence APS Employees - Taxation Taxation advice regarding an employee's personal circumstances is not provided by Defence. It is the responsibility of the individual employee to seek advice as necessary regarding the application of Section 23AG (or other provisions) to their personal circumstances and/or the ATO regarding a private ruling.

  15. EXCHANGE PERSONNEL Foreign Third Country Deployments • Personnel from other forces on exchange with the ADF and deployed on Operation ASLAN: • have no eligibility to the ADF deployment package. • are provided conditions of service from their parent country.
