Videoconferencing Bills • HB 2414 – Relating to requirements for open meetings held by videoconference call. • Allows for quorum of a governmental body via videoconferencing IF there’s at least one suitable location within reasonable distance of the geographical jurisdiction for the public, the presiding officer is at that physical location, and the public is provide the opportunity to participate. • SB 293 – Relating to the authority of certain water districts to hold meetings by teleconference or videoconference. • Allows water districts, whose territory includes land in three or more counties, to meet via teleconference or videoconference IF it’s a special called meeting and convening at one location is too difficult. • SB 984 – Relating to the meeting of a governmental body held by videoconference call. • Specifies that if a problem occurs during the meeting that makes it no longer visible and audible to the public, that the meeting is recessed until it’s resolved, and if it can’t be resolved within six hours, the meeting is adjourned. CISO Security Legislation Exceptional Item $9.8M • Upgrade state security policies • Expands the policy upgrades covered under exceptional item 1 and also expands issues to include development of security awareness, data classification and secure software development standards. • Retain state risk visibility • Funds additional state security assessments. Provides expanded subscription access to agencies for security advisement and education services. • Enhance IT security staff training and workforce awareness offerings • Provides further program enhancements to a larger customer base for IT security staff training and workforce awareness offerings. Network Initiatives MPLS Project Update • DIR is assisting with the migrations of agencies from existing Frame Relay/ATM network to facilities offered under the new TEX-AN NG contract. • TEX-AN NG offers a choice of vendors and opportunity to agencies to utilize a state-of-the-art MPLS networks providing unified voice, data, and video communications. • Agencies to migrate from the existing Frame Relay/ATM technology by the end of this year. • With DIR’s assistance, agencies are selecting and implementing new network designs and circuits as facilitated with the TEX-AN NG contract.
