Federal Career Intern Program Regulations & Guidelines Created under Executive Order 13162 – 7/12/00 GSA Order OAD P 9361.1 – 2/04/02 Appointments are Excepted Service under Schedule B Length of appointment (2-3 years) Must qualify based on OPM Qualification Standards Non-competitive conversion to competitive service Time in Program counts toward probationary period & career tenure
