  2. Thebackground • The Government of the Republic of Serbia adopted the Presentation document, expressing its intention to actively participate in the PfP Programme, at its session 27 July 2007. The highest priority, among many fields of cooperation, was given to foreign language training. • Reaching the desired level of interoperability in view of the English language has been realized through PfP Programme and PARP (Planning and Review) Process, that is, partnership goal G-0355: English language requirements. • Serbian MoD is responsible for G-0355 realization, with MoD Personnel Department and J-7 GS Department for Training and Doctrine put in charge. There has been general agreement that good English language command is a prerequisite for the realization of all other partnership goals and the cornerstone of interoperability. • The first overview of MoD and SAF positions with the English language requirement was adopted in 2007 (1,286 positions) and last revised in 2009 (1,693 positions).

  3. What has been done so far... • Aiming to do its best to achieve the goal, J-7 GS Department for Training and Doctrine organized four cycles of in-house Garrison English courses throughout Serbia, in the period 01 Nov 2007 – 30 June 2011 for the total of 2,070 candidates.

  4. Putin figures... • 1,332 SAF members and civilians have sat for STANAG test since the Programme for English Language Training and Testing was implemented in 2008.

  5. Put in figures... Distribution of acquired SLPs is as follows: Still, only 722 or 42.6% of SAF members have an SLP that entirely matches language requirements, out of 1,693 positions listed in the 2009 Overview and some of them might be due for revision.

  6. Things are looking up... • However, the current trend, as reflected in June 2011 testing results, is very promising.

  7. Things are looking up... This improvement is largely due to certain adjustments that were made to the SAF Training Programme following the recommendations of BILC delegation - their first visit took place in May 2009 and a follow-up assessment visit in June 2010. J-7 and the managers of the Garrison English courses have rationalized the Programme and the changes have embraced the following: • standardization of the syllabus at various levels • development of prochievement end-of-course tests • organization of (mainly) intensive courses • increasing the number of class hours • decreasing the number of students per class • proper placement of students in a class, • avoiding mixed ability classes, etc. Please, note that this analysis focuses only on SAF Garrison courses. Intensive courses at the Military Academy Centre for Foreign Languages (CFL), that normally train candidates for higher levels (L2, L2+,L3), are not taken into account due to relatively small number of students per year (around 70).

Keep up the good work… • Language Training Programme: Stage I (2011 – 2012) Five types of in-house Garrison English courses are planned in the coming period: • General English – semi-intensive courses(aimed at reaching L2), for 250 candidates a year (8-12 students per class), three or four class hours a week, over the period of 9 months, total of 250 class hours. • General English –intensive courses(aimed at reaching L2 and L3), six class hours a day, over the period of 12 weeks, plus six hours of self-study a week in SACs (Self-Access Centres), total of 360 class hours. • General + Military English courses – semi-intensive and intensive language training, depending on need and urgency, for the key personnel of PSO and PfP declared units (peace support operations), total of 250-350 class hours. • General English – refresher courses, designed for retesting individual skills or STANAG recertification; semi-intensive or intensive courses, total of 60-120 class hours. • ESP courses (English for specific purposes) and specialized courses for SAF and MoD members engaged in multinational staff commands, various PfP projects, international military exercises, training abroad, etc. Number of class hours and intensity will depend on need and speciality.

Keep up the good work… • Language Training Programme: Stage II (2013 – 2015) Objectives: • Continuation of General English – intensive courses(aimed at reaching L2 and L3) • Continuation of General + Military English courses – intensive language training for PSO and PfP declared units • Continuation of General English – refresher courses • Developing Tailor-madecourses • Setting up 2-3 SACs in remote areas • Designing and developing a distance learning programme
