Rail Safety Advisory Committee • FRA Emergency Order 28 and Safety Advisory 2013-06 issued by FRA August 2, 2103 following derailment in Quebec in July. • August 29, 2013 Emergency Safety meeting of RSAC • Voted to adopt four new task statements on: • Hazmat Issues • Train Securement • Operational Testing for Train Securement • Appropriate Train Crew Size • Recommendation of working groups on new tasks will be presented by April 2014.

Section 130 Crossing Safety Funding • Section 130 was one of few dedicated programs maintained in MAP-21. • AASHTO-SCORT needs to continue to advocate for continuing the program in reauthorization. • Since 1976 in NC, Section 130 funds have completedan average of 80 projects/year: • funded crossing warning system installations and/or upgrades at 2,939 public crossings • provided for closure of 144 public crossings • Hamberger-Horsley Letter • Continued collaboration with AAR, One Rail, ASLRRA, and S4PRC is needed.

NORTH CAROLINA DEPARTMENT OF TRANSPORTATION BeRailSafeis a statewide safety initiative of the NCDOT • Educate children, adults, civic organizations and social groups about the importance of being alert and safe around railroads • Partnering with local law enforcement and communities for outreach programs – presentations, safety blitzes, festivals • Safety trains to educate community leaders • PSAs for community TV • BeRailSafe.org website with rail safetyinformation for all ages • Children’s page on • BeRailSafe.org

NORTH CAROLINA DEPARTMENT OF TRANSPORTATION • Educate fire, police and rescue on how to respond to train collisions • Training video • Training classes • Mock collision exercises • BeRailSafe provided rail safety training and information to more than 5,000 people from July 1, 2011 through December 31, 2012.

NORTH CAROLINA DEPARTMENT OF TRANSPORTATION • Our Goal: to reduce andeliminate fatalities and injuries associated with trespassing on railroad tracks and risky driving behaviors at highway-railroad crossings • Our Plan: actions include organizations, education and training, enforcement and engineering • Our Partners: NCDOT, community leaders, police (local, state and railroad), railroad industry leaders, engineers, planners and Operation Lifesaver Development and Progress
