MASSACHUSETTS ASSOCIATIONForPROFESSIONAL LAW ENFORCEMENT • Police agencies are localized and often politicized • Viewed with distrust in some sectors of society • Targets of violence in others • Hostile media • Facing well financed, organized and coordinated adversaries (terrorism, drug cartels, political extremists) • Too many instances of police misconduct and malpractice arising out of inadequate training, insufficient oversight and unprofessional management
