The country is divided in 13 Regions (NUTS III), as the map shows For the Programming Period 2007 – 2013, the experience gained from the application of the previous CSFs’ (1st, 2nd, 3rd, Community Support Framework) as well as the PIMs’ (Mediterranean Intergraded Programs) in the early 80s’ give to us an important deposit

  3. The Establishment of one single Rural Development Program at National Level, for our Country is decided.

  4. The new Rural Development Program will include the axes and measures as they are described in the Regulation 1638/2005, on which we all worked together. This replaces the existing Ops’ • Operational Program Rural Development – Reform of Countryside 2000 – 2006, • Rural Development Program 2000 - 2006, • The axes of Rural Development existing in the 13 Regional Development Programs and, • The Community Initiative LEADER +

For the realisation of the above mentioned decision, we have started at an in-depth re-organisation of the Services of our Ministry, and not only. • Another tool is the Call for Tender, already approved by the E.U, for the "13 Development Studies", one for each Region. • These studies are included in the framework of the planning of 4th Programming Period 2007-2013 for the Rural Development Program as well as application of the new Common Agricultural Policy. • Each Study refers to one specific Region (NUTS III) but the common main objective is the determination and the estimation of the possibilities of the agricultural production of each Prefecture (Nomos – NUTS II) of the country

The Repercussions of new Common Agricultural Policy in each Region. • The reformation possibilities of existing cultivations, because of the expected shrinkage of certain cultuvations, as well as the bulk of production, targeting at the promotion of cultuvations of more competitive products achieving better prices for all the chain involved. Moreover, ways to achieve better quality and decrease of the cost during the production of several products, by reducing the use of sources like water, which is “valuable” in Greece, or the use of agrochemicals. • The scale of the expected demands for the agricultural products and the consuming tendencies, not only in the market in E.U., but also in third countries (international environment) so as the proposed cultuvations will correspond to the expected demand.

  7. The steps, we set up are the following 1. Timetable for the Preparation of the National Strategy Plan • 1st draft version till March 2006 • Technical Consultation till February – March 2006, (this also it will help at the preparation of RDP) • Final version till May 2006

  8. Timetable for the Preparation of the Rural Development Program (RDP) • 1st draft version till March 2006 • Ex Ante evaluation till February 2006 • Final version June – July 2006

Organization of the Stakeholder Consultation • A decision has been taken determining the Partnership for Rural Development and its work in the next programming period, in accordance with article 6 of Reg. 1698/2005. • A number of meetings, seminars and conferences with the stakeholders are realized all the year long. • We organize several Development Conventions for the Rural Development. The first of them will take place in Lamia (Sterea Ellada Region) on 28th of November 2005, one day earlier of the 9th Session of Monitoring Committee of the program. • Several other meetings have taken place with case by case bodies (associations e.t.c) for rural development. • Even if our program is independent of 4th Programming Period there will be strong cooperation with other programs in accordance with the Articles and Points of Reg. 1698/2005 for consistency (article 5).

  10. As far as the Coordination with other Ministries • First of all with Ministry for Economy and Finance, regarding the articles and points of Reg. 1698/2005 for consistency (article 5), coordination and means of assurance (article 11), information – briefing – synchronization – complimentarily – organization and cooperation as far as our programming face and implementation for EAFRD, Structural Funds, Cohesion Fund and European Fisheries Fund is concerned and asking to discuss all of them.

  11. How are the Regions Involved • They are named Partners. • We will take their proposals for rural development in their areas. • Services will take part in the implementation of the rural development program.

  12. Structural Implementation of the New Program • Managing Authority. • Paying Agency. • Certifying Body • Monitoring Committee.

  13. National Rural Network (NRN The most important bodies in the country, involved with rural development, will participate in the Network.

  14. Expected Priorities

EU priorities • All depend on the Financial Perspectives. • If the money for Rural Development is not enough, then the choices will be limited. • As far as priorities are concerned a table is attached with percentages relative to Measures of Reg. 1698/2005, but the table is very much indicative, as abovementioned

  16. National Priorities • Development of relative infrastructures • Development and implementation of New Technologies (new products etc ) • Supporting of young farmers (group of measures etc) • Lifting of the underinvestment • Increasing the added value of the sector

Particular Problems • “Bridge – projects” must be included especially for the irrigation projects, dams etc, which are very difficult project, but also the implementation of them takes a long time, because of the delays occurred (changes in the relevant legislation etc ). • The payments between 16/10/2006 and 31/12/2006 for accompanying measures must be carried over to the next program. • If a measure amount of the 3rd Programming Period is exhausted earlier than the 1/1/2007, payments from that earlier date may be carried over to the new program (for example, projects for processing and marketing etc).
