Acoustics Team UK • Acoustics service to the UK rail industry • Internationally in collaboration with Netherlands office • Measurement, prediction, mitigation - internal and external railway noise and vibration • Current work includes: • UK West Coast Route Modernisation • Dublin Luas light rail • Intercity coach refurbishment • Acceptance testing (full Notified Body Accreditation) • Support to Railtrack, Government, Strategic Rail Authority

AEIF Noise Expert Group • We represent Railtrack and EWS (freight operator) • National railways, manufacturers, EC WG6, UIP, UNIFE, UIC • Original remit – to set TSI levels for Conventional Stock, as High Speed (200 km/h+) Levels fixed • Conventional stock: • Freight wagons • Coaches • Diesel and Electric Locomotives • Diesel and Electric Multiple Units

The High Speed TSI • ODS report, commissioned by DG Energy and Transport, recommended levels • Levels adopted by Article 21 committee based on these, and are challenging, eg @ 250 km/h, 25m: • 87 dB(A) • 90 dB(A) transitional • 85 dB(A) ordered after 1/1/05, in service after 1/1/08 • Track roughness specified to represent typical good quality in Europe “TSI” • Rail pad stiffness of 500 kN/mm+ required

Detail of AEIF Noise Expert Group remit • Kick-off September 2001 • Freight wagon parameters by Sept 2002 • Produce parameters for other conventional stock in due course, but ultimate deadline for imposed levels is 2004 • Includes rolling noise and accelerating noise • Also, remit expanded to include a High Speed measurement campaign

Freight wagon noise levels • Levels agreed by Group in September 2002 • Will be passed to Article 21 Committee Dec 2002 • Levels, at 80 km/h, 7.5m • New 2 or 4 axled 85 dB(A) • New 6+ axled 87 dB(A) • Track roughness defined using very low roughness level, to represent best that can be practically achieved. (“ATSI”, or “French Proposal”) • Lateral and vertical vibration decay rates also defined • Limited measurement campaign
