  2. Learning Objectives The student will understand the functions and history of American political parties.

What is a political party? • A political party might be formally defined as a group of political activists who organize to win elections, to operate the government, and to determine public policy • Different than IGs (do not want to operate gov, put forth candidate). They tend to sharpen issues. • PP tend to blur issues to reach the greatest number of voters. • Not a faction (smaller, benefit only themselves), but can contain them to capture the nomination or get a position adopted by the party. • PP are permanent. Factions aren’t.

  4. Functions of Political Parties in US Recruit candidates for public offices- if parties did not search out, far more offices would be uncontested -> limited choices. Organizing and running elections- voter registration (not in FL), recruit volunteers to work polls, provide campaign activity to stimulate interest, work to increase participation. Presenting alternative policies- there is always another way.

Functions of PP in US continued… Accepting responsibility for operating government- staffing upper levels of executive branch w/ loyal party members, developing linkages among elected officials to gain support for policies. Acting as the organized opposition to the party in power- forces debate on policy alternatives, checks the power of the “in” party.

  7. A “Short” History of Political Parties in the US

Creation (1789-1812) • First partisan political division • Federalist (for constitution) vs. Anti-Federalist (against ratification) • In George Washington’s farewell address he made a somber assessment of the nation’s future. He felt that the country might be destroyed by the “baneful effects of the spirit of the party.” He viewed parties as a threat to both national unity and the concept of popular government. • Washington needed a coalition of factions to get legislation passed by Congress

  9. One-Party Rule, or Personal Politics (1816-1824) • Attention centered on the character of the individual rather than on the party • No real political opposition to the dominate Democratic Republicans ->little debate. • James Monroe (1817-1825) aka, “Era of Good Feelings”

Jacksonian Politics (1828-1860) • Factions of Henry Clay and John Quincy Adams split the Democratic Republicans into the Whig Party (Adams) and the Democratic Party (Clay) to oppose Jackson in the 1824 & 1828 elections. • Democratic party now the oldest continuing political party in the W. world. • Whigs often called the “National Republicans” • Became divided over the issue of slavery in the late 1840s. During the 1850s, the Whigs fell apart as a national party.

  11. Post Civil War (1864-1892) • Newly formed Republican Party’s (created from various groups looking to fill the Whig’s arena) candidate was elected. Abraham Lincoln. • Labeled “Grand Old Party” or GOP. • After Civil War, South=Democratic. North= Republican. • Republican control solidified through the urban working-class vote. • Republican domination.

Progressive Period (1896-1928) • 1912, schism (factional division) occurred in the GOP when Theodore Roosevelt campaigned as a Progressive. • Three candidates, Woodrow Wilson (Dem), William Howard Taft (Rep), Theodore Roosevelt (Prog). • Rep split gave Wilson presidency. • Wilson administration ended up enacting the Progressive Party’s platform. . • Progressive party collapsed in 1921. • Republicans dominated again until 1932 when FDR was elected.

Modern Period (1932-Present) • FDR elect in 1932, 1936, 1940, 1944. • Used personal appeal to unify Dem and established direct communication b/t President and public through radio “fireside chats” • 1952-1960: Republicans • 1960-1968: Democrats • 1968-1976: Republicans • 1976-1980: Democrats • 1980-1992: Republicans • 1992-2000: Democrats • 2000-2008: Republicans • Election of George H. W. Bush in 1988 signaled beginning of an era of divided government (one party controls presidency, other controls congress)

Historically Important Parties • Socialist Labor Party: 1877 • Socialist Party, founded 1901 by Eugene Debs • Owed its success to the corruption of big-city machines and anti-war sentiment. • Communist Party, 1919 • Radical left wing that split from the Socialist Party. • Socialist Workers’ Party, (former Trotskyite group) 1938. • Libertarian Party, 1972 • Supports laissez-faire capitalist economics, combined with hands off social. • Reform Party 1996 by H. Ross Perot • Reform political process, reduce size of gov.

  16. Splinter Minor Parties • The most successful minor parties have been those that split from a major party. • Famous: Bull Moose Progressive Party, split from the GOP in 1912. Teddy Roosevelt vs. William Howard Taft. • Democrats • 3 Splinter Groups • Dixiecrat (State’s rights) Party of 1948. • Henry Wallace’s Progressive Party of 1948 • American Independent Party of 1968 supporting George Wallace • Mostly racist stuff. Some foreign policy.

Other Minor Parties • Numerous minor parties have come together around specific issues or aims. • Free Soil Party, active from 1848-1852, was dedicated to preventing the spread of slavery • Prohibition Party -- the goal of this party started in 1869, which was to ban the sale of liquor. • Some minor parties have had specific economic interests as their reason for being. • The Greenbacks – lasted from 1876-1884. It was one of the most prominent farmer-labor parties that favored government intervention in the economy. • Populist Party – lasted from 1892-1908. Farmers were the backbone of this party, and agrarian reform was its goal.

  18. Impact of Minor Parties Sometimes the third-party issues were taken over some years later by a major party. Can have a serious impact on the outcome of an election – splitting the votes

  20. Party in the Electorate • All those individuals who claim an attachment to the political party. It is the large number of Americans who feel some loyalty to the party or who use partisanship as a cue to decide who will earn their vote • Certain conception in the minds of the voters • Membership not required

Party Organization • Provides the structural framework for the political party by • recruiting volunteers to become party leaders; • identifying potential candidates; and • organizing caucuses, conventions, and election campaigns for its candidates. • It is the party organization and its active workers that keeps the party functioning between elections, as well as make sure that the party puts forth electable candidates and clear positions in the elections.

Party Organization Continued… • When individuals accept paid employment for a political party, they are considered party professionals: • Campaign consultants • Fundraisers • Local, state, and national executives • National staff members • If the party-in-the-electorate declines in numbers and loyalty, the party organization must try to find a strategy to rebuild the grassroots following.

Party in Government • Includes those who are elected and appointed officials who identify with a political party. • Tiers to a political party are essential to the functioning of government and the operation of the political process in the United States. • If the party organization and the party-in-government are in conflict, the party-in-the-electorate is likely to look for other party leadership to articulate its preferences

Party Organization • American political parties has a standard, pyramid-shaped organization • In reality, the formal structure of the political parties resembles a layer cake with autonomous (independent) strata more than it does a pyramid. Each “layer” of an American political party is representative of a level of government, from local to national. Although there are linkages between the layers, each is fairly independent of the others in terms of financing, supporters, nominations, and platform. No one level of the party has real control over any other level.

National Party Organization • Most institutionalized of which is the national convention • Held every 4 years • nominate Prez and VP candidates • The party platform is written, ratified, and revised. • Formally chooses a national standing committee elected by the individual stat parties. • Established to direct and coordinate party activity for the next 4 years. • Ratify the presidential nominee’s choice of national chairperson (spokesperson) • National chairperson and national committee plan the next campaign, convention, obtain $, publicize party.

National Chairperson • Picked by the Presidential candidate (if they loose another person takes their place). • Management of the national election campaign. • Establishes a national headquarters, raises campaign funds, distributes them to state parties and candidates, appears in the media. • Attempts to liaise with the different levels.

State Party • 50 states + D.C. • Each state party has a chairperson, a committee, number of local organization. • Central committee is composed of members who represent congressional districts, state legislative districts, counties. • Committee has control over campaign funds • Important because of the unit rule, which awards electoral votes in presidential election as an indivisible bloc (not Main or Nebraska).

Local Party Machinery (Grassroots) • Supported by district leaders, precinct or ward captains, and party workers. • End of the 19th century, patronage held the local organization together. • For immigrants and poor, they provided services and protections. • Now dead. Began in 1930s as a result of the New Deal. • Contribute through volunteering, get out the vote. • Recruit young people into politics.

Differences Between the Parties • Although Democrats and Republicans are not divided along religious or class lines to the extent than some European parties are, certain social groups are more likely to identify with each party. • Democrats – since the New Deal, the Democratic Party has appealed to the more disadvantage groups in society, African Americans, unions, Jewish voters, and individuals who have less than a high school education. More women than men tend to identify themselves as Democrats. Minorities, the working class, and various ethnic groups • In general, Democratic identifiers are more likely to approve of social welfare spending, to support government regulation of business, to approve of measures to improve the situation of minorities, and to support assistance to the elderly with their medical expenses.

Differences Between the Parties Continued… • Republicans – draw more of their support from college graduates, upper-income families, and professionals or business persons. • Republicans are more supportive of the private marketplace, and many feel that the federal government should be involved in fewer social programs

  35. Organizing and Controlling Government • Day to day operations of Congress • Office space, committee assignments, power on Capitol Hill • Americans however prefer a divided govenrment.

  36. Why Do We Have a 2 Party System?

  37. Historical Foundations • Federalists represented those with commercial interests including merchants, ship owners, and manufacturers. The Federalists supported the principle of a strong national government. • Anti-Federalists (later became the Democratic Republicans) represented artisans and farmers. They strongly supported states’ rights. • These interests were also fairly well split along geographic lines, with the Federalists dominant in the North and the Democratic Republicans dominant in the South. • Civil War to the 1920s has been called one of sectional politics – North versus South. The split was ideological (over the issue of slavery), as well as economic (the Northeast’s industrial interests versus the agricultural interests of the South). • Today, sectional politics has largely given way to national politics (or can also be described as class politics), which focuses on the concerns of the nation as a whole.

  38. Continued… • Self-perpetuation of the parties. • Agents of socialization. • The commonality of views among Americans. • Want the same things they wanted before. Values are the same. • Major division is economic. • Winner take All electoral system. • The winner-take-all system also operates in the Electoral College – whoever gets the most votes in a state, gets all the electoral votes in that state. • Minor parties have a difficult time competing under such a system, even though they may influence the final outcome of the election. • Voters know that minor parties cannot succeed, they often will not vote for minor-party candidates, even if the voters are ideologically in tune with them • Not all the states use the plurality, winner-take-all electoral system. Some hold off run-off elections until a candidate obtains at least one vote over 50% of the votes.

  39. Continued • State and federal laws favoring two party system. • Signatures. • The Federal Election Commission (FEC) rules campaign financing is difficult to minor-party candidates.

The Uncertain Future of Party Identification – ties to the two major parties has weakened in the last three decades, but also voters are less willing to vote a straight ticket – that is to vote for all the candidates of one party. The percentage of voters who engage in ticket splitting has increased from 12% in 1952 to more than 38% in the presidential election of 1996. This trend, along with the increase in the number of voters who call themselves independents suggests that parties have lost much of their hold on the loyalty of the voters.

  41. Political Parties: Issues for the 21st Century • Relationship to the voters: what can the parties offer to individuals to induce them to become loyal party members? • Political parties have been weakened by the growing independence of political candidates and the ability of those candidates to raise their own funds and to run their own campaigns • Do the political parties actually stand for different positions on the issues?
