This Request for Information (RFI) seeks to identify skill gaps and training requirements in the Federal and non-Federal cybersecurity personnel for cyber-physical systems (CPS). The RFI aims to consolidate efforts, develop career pathways, and address competency requirements for CPS cybersecurity.

  2. background • Increased emphasis on critical importance of building and sustaining a world-class cyber workforce • National Cyber Strategy • President’s Management Agenda • Executive Order 13800 • Executive Order on America’s Cybersecurity Workforce • DoD is requesting information to assist the Government in identifying and evaluating skill and training gaps in Federal and non-Federal cybersecurity personnel • Critical Infrastructure Sectors • Defense Critical Infrastructure • DoD Platform Information Technologies (PIT) • EO on America’s Cybersecurity Workforce places particular emphasis on “cyber-physical systems (CPS) for which safety and reliability depend on secure control systems…”

What is CPS? • Cyber-physical systems (CPS): Legacy and smart systems that include engineered isolated or interacting networks of physical and computational components (also known as control systems, industrial control systems, SCADA, DoD weapon systems and non-traditional information technology systems in utilities, logistics, manufacturing, nuclear, chemical, biological, processes, etc.). CPS and related systems (including the Internet of Things (IoT) and the Industrial Internet) are widely recognized as having great potential to enable innovative applications and impact multiple economic sectors in the worldwide economy.

  4. Problem Federal agencies are independently devoting thousands of hours and millions of dollars to develop isolated, agency-specific solutions to overcome common cyber workforce challenges. Current NICE workforce framework does not specifically address cyber physical systems competency requirements apart from traditional information technology / systems competencies.

  5. solution • Federal Cybersecurity Workforce Interagency Career Path WG was created to: • Combine agency efforts to create a homegrown, agile, federal-wide response to cyber workforce challenges • Find innovative ways to collaboratively recruit, retain and develop the cyber workforce of the 21st century • Collaboratively develop Federal-wide cyber career pathways and competency models • RFI has been issued to seek Government agency and industry comments to assist in identifying Cybersecurity workforce gaps and training requirements.

Benefits • Consolidates disparate, independent and costly efforts across agencies • Establishes career roadmaps with “onramps” and “offramps” from other careers into Cybersecurity to increase the pool of cyber talent • Provides a standard framework for : • Conducting workforce assessment and planning • Creating position descriptions • Qualification assessments • Recruitment and retention • Performance management • Supports all aspects of human capital lifecycle: • Better data analytics • Effective recruitment strategies • Training and development strategies • Professional development and education initiatives

Request for information (RFI) • Issued by the Washington Headquarters Services Acquisition Directorate (WHS/AD) • Seeking data on current status of skill gaps, training requirements and curricula • NOT a request for a capabilities statement • Responses will NOT be considered offers and cannot be accepted by the Government to form a binding contract

  10. InquiryQuestions • Specific questions for Government and Industry to identify the following: • Existing skill gaps of the CPS workforce • Underlying cause of skill gaps • Recommendations to address each gap

Competency areas • Management or governance of CPS cybersecurity • Performance of CPS cybersecurity • Technical ability to manage corrective, preventive, and predictive maintenance • Ability to ensure cybersecurity requirements are established and standard operating procedures are in place • Knowledge and ability to include cybersecurity requirements in design of CPS • Cybersecurity management of critical systems • Business, budgetary, and contracting skills to identify and assess evolving cybersecurity risks and requirements
