Background • Conceived in 2001 - a Public Private Partnership • Project Goals: • Improved parking for ferry patrons • Consolidation of existing bus routes into a central Bus Transit Center (12 bay) • Break room for operators • Facilities for security, ticket sales and support staff • Improvements to Mare Island Way • Paseo to facilitate access between Downtown and the Ferry Terminal • Private residential and commercial development

Overview • Vallejo Station includes: • Downtown Bus Transit Center • 1200 space parking structure • A Transit Oriented Development (TOD) project within the Central Waterfront that includes: • A platform for future hotel and retail development • A Paseo to enhance public access to the Ferry Terminal

Cost/Revenue Estimates • TOD/PPP Project • Attractive to the City’s federal, state and regional funding partners • Competes well against other regional transportation projects • Estimated cost now $99 million • Estimate updated to include scope refinements, changes in law and escalation to the mid-point of construction. • $99 million estimate includes a $10-15 million local/ developer share.

Fiscal Challenges • Desire to start construction • Take advantage of current available funding • Consolidate ferry parking on Parcel L • A need to align project with available funding • $55m – short of the estimated $99 million cost • Position City for future funding • for the ultimate 1200 car garage

Relocation of Post Office • Post Office (PO) covers part of the site of the Parking Structure • Relocation Challenges: • PO in a leased building on private land • Relocation of a PO involves a lengthy public review process • Site preparation at the site of the new PO site (southern waterfront) • Need Agreement btwn the Post Office, CDV and the RDA • Relocation no sooner than 2010

  11. Implementation Options • Delay the project until the PO is relocated and full funding identified. • Relocate some or all of the ferry parking to an alternative site. • Phase construction of the garage to allow time to: • Relocate the Post Office • Secure additional funding

Initial Phase • Estimated to cost $55 million and includes: • Bus Transit Center w/ security/ transportation building • Southern half of garage – 740 parking spaces • Consolidation of all ferry parking onto Parcel L • Improvements to Mare Island Way • Acquisition of all necessary r/w for the full project • Construction to begin in 2009

Initial Phase (cont’d) • Maintains focus on completion of the full 1200 car garage while: • Recognizing funding realities • The complexities and potential delays inherent with relocation of PO • Upon completion – parking for 1200 ferry patrons • 740 structured parking and 460 interim surface spaces • Parking consolidated within boundaries of Parcel L • Makes Parcel J available for development

Next Steps (tentative schedule) • October 28th– Council Study Session • Nov 6th – Council to ratify phased approach (structure only – no action on architectural elements) • Nov 19th – Community meeting • Dec 8th – DRB review of architectural concepts. • Dec 16th – Council considers conceptual plan. • Spring 2009 – complete final design, advertise for bids • Summer/ Fall 2009 – begin construction
