  1. Pierce County Companion AnimalLicensing and Investigation System (CALI)

  2. Search ScreenOfficers can search calls using a variety of criteria. The map displays the resulting calls while the report feature shows call details.

  3. CALI Work ProcessOfficers have several ways to review assigned calls andensure all calls are completed. By selecting My Unresolved calls, the map display will show call locations so the officer can plan the fastest route.

  4. Incident Screen Officers can easily view call details, history, and the citizens who made the call. This information is essential to resolving the call.

  5. Usage Metrics for the CALI System The average number of new cases per month is 400+. Metrics show a high volume of calls that are either repeat callers or informational. The CALI system helps keep these calls from becoming redundant cases. 2011 Cases by Month 2011 Calls by Hour of the Day for a Month

  6. 2011 Calls by Call Type There is a high number of medium level calls, which includes aggressive behavior (but not attacks) and loose or stray animals. There is also a high number of neglect or cruelty calls which require extra time for investigation and enforcement.

  7. Testimonial from a Animal Services Officer On January 28th, 2009, we received our first complaint in the Tacoma area for deceased, injured, and sick animals at a location.  We discovered shortly that the owner had several different addresses.  We worked with the owner and after time the owner moved and did not update the info with us.  A short time goes by and we receive more complaints that are the same: deceased, sick, and injured animals at a location in Graham.  After contacting the owner, we soon discovered it was the same individual that we have dealt with before.  The last dealings with the address was to assist the bank and the Pierce County Health Department.  The bank foreclosed on the property and asked us to come out investigate deceased animals on the property.  We went out to discover that there were at least 75 deceased animals on the property in black plastic bags.  We are currently trying to find the animal owner.Without having the CALI system there would have been no way for us to link all this information together.  Having the system allows us to keep records of individual people, as well as addresses that we have complaints on for further investigation.  It is also a good tool for officer safety having the history.

  8. A High number of Neglect and Cruelty Cases are handled by animal services officers each year. Use of the CALI systems allows officers to rapidly take enforcement action and seize animals in distress. Fortunately, these efforts have led to many animals being successfully adopted by caring owners. (e.g., the horse in the pictures above)

  9. Importance of Officer Safety Every day, officers comeface to face with dangerous animals and people. The CALI system adds a layer of protection for officers. The system flags a call report if a known dangerous animal is on premise, and a red flag appears on the map displaying where there may bedangerous animals.

  10. The Results The CALI system provides Pierce County animal services staff with technology to ensure happy, healthy pets and livestock, and safe citizens and deputies.
