  3. PROGRESS WITH OVERSIGHT OVER THE ICMA

  4. Evaluation of ICMAs Annual Report • ICMA currently totally dependent on DWAF subsidies • ICMA defined ceiling for expenditure • ICMA should recover WRM charges once delegated • AR reflects the establishment phaseof the institution

  5. Business plan 2007/08-2009/10 • Functions to be delegated to ICMA not yet finalised with DWAF (i.e. billing, tariff determination, debt collection) • ICMA has initiated development of catchment management strategy • ICMA has initiated participation structures for consultation and participation

  6. Challenges • Finalisation of delegation of functions • DWAF policy on SAP and WARMS systems for decentralisation to be finalised • Collection of WRM charges, billing and debtors management must be transferred to ICMA to ensure viability of ICMA • DWAF pilot project on water allocation plan should be aligned to ICMAs vision
