  2. The Scenario • New, highly virulent and fatal influenza virus • First phase of pandemic is over • Effective vaccine has been developed • Vaccine supply is not an issue • Only guidance from State DPH is: • Essential service personnel in week 1 • All other residents during weeks 2 - 4
