  7. What is it we do? From ASHP’s website “ASHP's Government Affairs works to be your voice on the issues that matter most to your practice.  We regularly reach out to legislators and policy makers on both the state and national level to ensure that patients benefit from your expertise.“

  8. Government Affair’s Mission • To advocate ASHP policy before federal and state policymakers • To empower the membership to partner with ASHP and its state affiliates • To use grassroots and political action to achieve our objectives

  9. Federal Legislative Affairs • Focused efforts on Capital Hill • individual offices and staff • standingCommittees (HELP, Finance, etc) • Participate in several coalitions, including the Leadership for Medication Management • Why do we care? Congress WRITES the law

  10. Federal Regulatory Affairs • Focused efforts on agencies DEA Health and Human Services: CMS HRSA FDA • Respond to federal register notices, comment on proposed rules, meet with agency staff and officials • Why do we care? These bodies IMPLEMENT the laws

  11. State Government Affairs • Focused on the state legislative and regulatory bodies • Respond to both proposed legislation AND proposed regulation • Why do we care? Pharmacy is regulated at the STATE level, meaning the state legislature and state Boards of Pharmacy ARE the front-lines for the practice.

  16. Finding the Overlap There are three shaded areas: • Affiliate priorities match-up with legislative or regulatory movement • ASHP priorities match-up with legislative or regulatory movement • Affiliate AND ASHP priorities match-up with legislative or regulatory movement

  17. It’s a balancing game • 50 states • Proposed legislation (estimated) in 2010: 400-16,000 bills per state • Number of ASHP staff to assist states (monitoring and responding to bills, etc): 1

How does ASHP determine these priorities? • See the earlier slide on top advocacy issues! • Based upon discussions with members, state affiliates, policy councils, the Board of Directors, ASHP leadership, the Leadership Agenda, and staff But how do you know about legislative and regulatory proposals? • YOU! • State Legislative Network • Subscription Services • Signing up for Board of Pharmacy newsletters and updates • Coalitions and other state-based organizations

State Legislative Network • A network of Affiliate legislative/professional affairs chairs, executives, leadership, and liaisons from the New Practitioners Forum and the Pharmacy Student Forum • Meet monthly via conference call and annually during the Midyear Clinical Meeting • We also have an online presence, through ASHP’s TeamSpace • Every Affiliate needs to have a designated point person and every Affiliate should participate in the conversation! • Need more info or want to be included?   20. Not Just Affiliate Partners • ASHP also works with other state organizations to educate, advocate, and promote the profession • NCSL (National Conference of State Legislatures) • NAIC (National Association of Insurance Commissioners) • NCOIL (National Conference of Insurance Legislators)

  21. Alliance for Pharmaceutical Care • Key coalition of 9 pharmacy organizations • Exhibit during the NCSL Legislative Summit every year • Opportunity for practitioners, students, and faculty to interact with state legislators and staff • July 2010 – Louisville, KY

  23. So…..affiliate priorities overlap Affiliate wants to respond • Depends upon your membership desire, ability, and availability • ASHP can provide some support • Background materials, limited research, guidance • If you ask us, we will try to help!

  25. So….ASHP priorities overlap How does ASHP choose what to comment or respond to? • Is it a key priority? (example: pharmacy technicians) • Is this a growing issue? Will the bill/regulation have impact across all the states? What about the affiliate? • We engage with the affiliate, advising of our position and why we wish to comment • We provide updates on our status and share our drafted comments • We include the affiliate in any follow-up

  26. So….ASHP priorities overlap How does ASHP involve it’s members? • Regular electronic newsletters and website updates • Targeted email – done in conjunction with the state affiliate • We also may target specific state leaders for help in outreach, education, and follow-up

  28. So…..we all agree Affiliate and ASHP priorities and proposed legislation/regulation converge!

What do we do? • Coordinate, coordinate, coordinate! • Maintaining communication is crucial! • What if we both care about the issue but our position is different? • Communication is again paramount • Very unlikely we would be on opposite sides • Compromise is likely Remember ASHP’s Mission ASHP believes that the mission of pharmacists is to help people make the best use of medications.

  30. What ASHP can do for you • Write comment letters • Encourage ASHP members to contact legislators or Board of Pharmacy members • Assist in strategic communication and outreach • Draft, critique, and (sometimes) present formal statements
