  4. Project Description The project has 3 components: 1. Las Virgenes Road Green Street Project This is a multi-benefit project that will reduce urban runoff and establish a 6 foot wide bio-swale with 160 native trees while adding all the benefits that a green street brings to a community. 2. Calabasas Road Green Street Project This project will construct a 10 foot wide bio-swale along the existing sidewalk to the end of the project. The project will add 21 native trees and 21 native shrubs within the bio-swale to improve the aesthetics of the area and help reduce the City’s carbon footprint. 3. Old Town Calabasas Green Street Project This project will remove existing sidewalk panels to add tree-well filters in the area in order to treat captured runoff. Permeable pavement between the existing center medians will also be included to increase the amount of permeable surface in the area.

  5. Project Description The project's purpose is to collect rainfall through the permeable surface of the bio-swales and tree-well filters, which will be used to water the native trees directly to help reduce the dependency on recycled water use, and collect the surface water runoff. The collected water will be filtered through the bio-filtration soil, removing urban runoff pollutants such as sediments, bacteria, metals, and trash, and improve the quality of the water entering the storm drain system. The permeable surface, tree-well filters, and the proposed bio-swales will help manage the amount of water left on surfaces of the street.

  6. Project Description The project would increase the amount of permeable areas for stormwater retention and treatment and involves the installation of the latest stormwater management strategy that best fits the needs of the three locations. Native trees and other vegetation will be planted along the streets and within the bio-swales to increase the air quality and decrease the heat island effects from urban settings and reduce greenhouse gas emissions. In total, the project will reduce 600 tons of carbon monoxide per year.

  7. Project Outreach • Two public Workshops were held: one for the east side and one for the west side of the City. Feedback from stakeholders were incorporated into design. • The project was presented to the following bodies and received feedback: • City’s Environmental Commission • City’s Traffic and Transportation Commission • City Council • Planned long-term project messaging: • A new webpage will be created to update stakeholders on project development, design, funding and implementation • Updates will be provided through the City’s monthly E-News • Updates will be provided through local newspapers • Door hangers will be placed within 1000 feet of each project site to notify residents and businesses about the implementation schedule

  8. Funding Details Funding: • Total Project Cost: $4.6M • Matching Funds (Amount and %): $2.3 M or 50% • Grant Request: $2.3M • Matching Funds Sources: City’s General Fund • O&M costs per year: $60,000

Program Preferences • When completed, the project will reduce 600 tons of carbon dioxide per year. • The project will meet the following Statewide Priorities Objectives: • Drought Preparedness • Use and Reuse Water More Efficiently • Climate Change Response Actions • Expand Environmental Stewardship • Practice Integrated Flood Management • Protect Surface Water and natural Resources • Increase Greenhouse Gas Reduction Capacity • Encourage State focus on projects with multiple benefits such as flood protection, groundwater recharge, water quality, etc. • With the various methods of capturing and retaining stormwater runoff, the project will help reduce the dependency on recycled water use and increase regional water self-reliance. • All environmental documentation pursuant to CEQA have been completed and filed. • Expected Useful Life: 40 years

Benefits IRWMP related benefits: • The primary benefit of the citywide green street project is that it will improve the quality of the water by using multiple BMP’s and LID strategies. • The secondary benefit is that with the planting of native trees throughout the city, the trees will reduce the greenhouse effect by absorbing the carbon dioxide.

Other Considerations City of Calabasas is able to meet all grant considerations as part of its participation in application process and eventual grant process.  City will be ready to pay for the application fees and comply with the LC & DWR expectations listed.  All 3 projects have already been designed and are shovel ready.
