Oncor- AEP Texas STM Overview AEP Texas and Oncor filed a joint application with the PUCT seeking approval of a Sale, Transfer, or Merger (STM) regarding Oncor’s distribution assets and service territory in and around the cities of McAllen and Mission in Hidalgo County, including the Sharyland Plantation community. Retail Outcome: Approximately 3,100 consumers in Hidalgo County will become AEP Texas customers and will be served under AEP Texas’ tariff, and should not experience a significant change in their rates as AEP Texas rates are comparable to Oncor rates.

  3. Purpose of Transition AEP Texas currently serves over 320,000 customers in the Rio Grande Valley. Additionally, AEP Texas serves, operates, and maintains distribution facilities adjacent and almost completely surrounding the cities of Mission, McAllen, and the Sharyland community. The location of these customers and assets make AEP Texas the logical electric utility provider for Hidalgo County and the acquisition is a good fit for everyone involved.

Transition Overview • Approximately 3,100 consumers will be affected by the transition from Oncor to AEP Texas • Certificated rights to serve the geographic area relative to and served by these distribution assets will also be transferred from Oncor to AEP Texas, if the PUCT approves the joint STM application • Facilities to be transferred at net book value of ~$18 million

Timeline for Transfer of Assets • Dependent on receipt of various approvals, including PUCT approval of the joint STM and subsequent closing of the transaction. • Transfer of customers should be completed within one billing period (approximately 60-100 days) after closing. • If approved as anticipated, the transaction is expected to close in the third quarter of 2019. • The joint STM application filed in PUC Docket No. 49402 is pending.

Transition Process Summary ERCOT Retail Market Guide Sections 7.11.4 through 7.11.7 provide the process for transitioning ESI IDs from one TDSP to another. • AEP Texas will create new ESI IDs for each of the current Oncor premises. • Transfer of customers should be completed within 1 billing period (approximately 60 to 100 days after closing). • ESI IDs will be transitioned on the cycle dates, so the entire transition should be completed within one billing period. • To effectuate the transition, the REP(s) of Record for each ESI ID will be required to submit Move-Out transactions to Oncor and Move-In transactions to AEP Texas effective on the cycle date.

Transition Process Summary (con’t) • AEP Texas and Oncor will work with ERCOT and REPs to track pending TXSET transactions and communicate with impacted parties. • Pending Oncor transactions that are scheduled to be completed after the transition will be cancelled and will need to be resubmitted by the REP using the AEP Texas ESI ID. • ESI IDs should transition to AEP Texas with the same REP serving the premise immediately before the transition. The transition event should not be seen as a time for selecting a new REP. • Timing for on-cycle Move-Ins and on-cycle Move-Outs will be coordinated through the market processes. • This process will not require action from the customer.

Transition Process Summary (con’t) • Switch Holds will not be transferred from Oncor to AEP Texas. • AEP Texas will not reinstate Oncor tampering switch holds. • REPs will need to send deferred payment plan (DPP) switch holds to AEP Texas after the transition if they want to reinstate a DPP Switch Hold on a customer. • AEP Texas will place Tampering Switch Holds on ESI IDs if tampering is discovered at the time of or subsequent to the transition. Tampering charges will be assessed accordingly. • After the transition, AEP Texas will reinstate Critical Care/Critical Load designations. 814_20s will be sent to the REP of Record.

  9. Transition Process Summary (con’t) AEP Texas will provide a list of AEP Texas ESI IDs cross-referenced to the Oncor ESIIDs for each REP of Record. The list will include AEP Texas rate codes and meter reading cycles.

ERCOT Market Testing • It has been confirmed that all REPs certified to operate in the Oncor service territory are also certified in the AEP Texas Central Division service territory. • REPs who are currently certified to operate in AEP Texas’ Central Division service territory will not require additional testing.

Historical Usage Requests • Oncor’s historical usage will be loaded into AEP Texas’ REPDesk and Usage Hub, as available. • AEP Texas will not support 814_26 Ad-hoc Historical Usage requests at the time of the transition. • AEP Texas will continue storing historical usage that occurs after the transition as normal.

  14. AMS Meters in the Mission-McAllen Area • As part of the transaction, AEP Texas will acquire distribution assets from Oncor, including all AMS meters installed by Oncor in the impacted area. • AEP Texas and Oncor will work with Landis & Gyr to re-program existing AMS meters to integrate those assets onto the AEP Texas platform. • Customers registered with Oncor on Smart Meter Texas will need to re-register their new ESI ID with AEP Texas upon transition.

  15. Outage Reporting • Customers will be un-registered with My Oncor Alerts upon transition. • Customers are encouraged to register with AEP Texas Mobile Alerts and/or Outage Alerts. • Customers who register with AEP Texas Mobile Alerts and/or Outage Alerts can utilize all AEP Texas outage reporting tools and status update channels as they currently do with Oncor.
