The problems with this macro-level data and planning are: Markets and selling on the DEMAND-SIDE is not organized according to PURPOSE OF VISIT but by MOTIVATION FOR TRAVEL The SUPPLY-SIDE is significantly more diverse than currently represented: Formal and Informal enterprises, goods and services directly connected to tourism, those indirectly connected and those whose consumption is boosted by tourists (e.g. telecoms, retail, medical, and banking services) Tourism’s POLITICAL ECONOMY is weak and macro-level planning is difficult to implement Governments are decentralizing and macro data and planning loses relevancy when decision-making, budgets and development accountability are more localized Current data sources do not consider DOMESTIC consumption
