Why? • Clear that fast roaming support will require work at Layer 3. • A research group is less formal than an IETF WG and the basis for drafts is experimental. • IRTF RG’s can hold meetings anywhere anytime. • IRTF RG’s have had great success in moving ideas from the lab to standards in the past.
