  5. A few questions to consider… • Do we, as planners, have a duty to look out for low-income residents in our communities? How does or how should that duty manifest itself in your day-to-day activities? • We shall seek social justice by working to expand choice and opportunity for all persons, recognizing a special responsibility to plan for the needs of the disadvantaged and to promote racial and economic integration. An Ongoing Issue 34.3% 48.1% Cost-Burdened Households in Utah According to the 2012 American Community Survey, 34.3 percent of Utah’s homeowners with mortgages and 48.1 percent of the state’s renters are paying more than 30 percent of their income towards housing expenses.
