BUILDING CONSTRUCTION MAINTENANCE PROGRAM (BCMP) • IMPROVING HOUSING / BUILDING COMMUNITY TOGETHER • IN THE NORTH END OF WINNIPEG • North End partnership: • NECRC: project administration, payroll • RB Russell: students, former teachers • MB Housing: job site, funding, construction materials, supervision • Employment: RB Russell students, graduates, North End Youth • Renovation of Manitoba Housing Properties • 2006 Summer Program: a mile of fences, sidewalks, grading done • 2007-8: Renovated 60 Apartments (Carrigan Greencrest/MB.Hsg.) • 2008: Back/front yards fences (254 Apartments in Gilbert Park) • 2009: 250 units in GP &LSP, 60 staff / annual payroll 1.5 million • Work Experience: two site managers and 60 trainees (progression) • Deconstruction, framing, drywall, finish work, installing cabinets • Hand tool and power tools / Apprenticeship Training • Payroll: $60,000 per month for mostly North Enders • Life Skills: self confidence, discipline, teamwork, accountability • Team work: safety meeting once a month • NECRC & Manitoba Housing • With RB Russell Vocational School • Building Community / Improving Housing • In the North End of Winnipeg

Key Learnings • Low income energy efficiency will only work with a community based approach • Retrofits have a hard economic payback and are therefore a good area to get into • Utilities must be mandated to get involved by legislation or regulators • There is a big difference between government funding (not ideal) and doing work for gov’t (ideal) • Multiple benefits/social/economic/enviro. • Other contractors don’t offer training/life skills
