  1. Advice on a road map for planning and decision on future presidencies and presidents Suggestions provided by ”Strategic Working Group 1” (Bulgaria (K. Popov), Canada (Persson), Norway (Tenvik), Denmark (Hansen), The Netherlands (van Ooij),Germany (Hörmann),Slovenia (Potocnik) and Czech Rep (Libezny) Note: Constitution article 9

  2. Presidency succession planning • Conclusion: There is a need for a consistent (true and timely) planning and decision scheme on future presidencies & presidents • Planning and decision should be based on /disciplines/conditions/standards normally required in such important and critical matters of CIOR credibility and development

Disciplines/conditions/standards normally required – country & ROA • CIOR in depth experience – including a reasonable record of participation in and leadership of commitee work as well as experience hosting a summer CIOR/CIOMR congress and alike • Logistics • MoD back up (formalised in writing, including funding, cf. ) • ROA back up (ranks concerning management team to be filled comprehensively by ROA, funding)

Disciplines/conditions/standards normally required – the President • Constitution article 9.4: The functions of the President of CIOR and the Secretary General are to be carried out by RESERVE officers • Elements for consideration: active reserve, comprehensive reserve military experience and worked his /her way through the ranks

SOP for presidency and president succession planning (1) • Standard Operational Procedure (constitution article 16.1.3 • Content. • For the good of CIOR – and in accordance with CIOR By-laws § 1.2.11 and 1.2.2 - the current Presidency is responsible to solicit interest and ensure the appropriateness of candidates for the presidency and president to take over after their successors

SOP for presidency and president succession planning (2) • In fulfilling the task the presidency is to be active in searching for and clarifying aspects of candidates (country/ROA & President) in acordance with and guided by the disciplines/ conditions/standards normally required • The association between NRFC and CIOR: Presidency coordinate the issue with NRFC as a matter of maintaining close liason, cf. Article 2.2.2.6 and By-laws § 1.2.10

SOP for presidency and president succession planning (3) • If we are ”hard-wired” to have the same country lead as the NRCF, then we really have little influence in the process • Having duly prepared the candidacy including necessary assessment, the Presidency in due time brings forward the candidate to be decided on by Council
