JLab Program: Reviews • SURA has for JLab the most heavily performance-based M&O contract among all DOE labs • Performance metrics are imposed • Performance also measured by reviews • Science and Technology (July - Outstanding) • Institutional Plan (August - Outstanding) • Institutional Management (October - Outstanding) Conclusion: JLab M&O are in very good shape!

JLab Program: Challenges • New Chief Scientist/Theory Group Leader • Offer made to outstanding candidate • Visit to Lab planned for November with spouse • Source of permanent Free Electron Laser funding • Present FEL program is weaker than nuclear program • Need to identify strongest FEL science drivers • Intense follow-up review needed • Decide future of FEL program based on review outcome

JLab Program: Concerns • Funding for 12 GeV upgrade - $200M • High priority in NSAC Long-Range Plan • CD0 authorization on DOE OS Director Orbach’s desk • Support needed to hold key JLab technical personnel • Slippage is weakening foreign commitments • Enlarge overall laboratory funding base • Educate community: Spread JLab physics message! • Strengthen relevant DOE funding base: EPSCOR? • Find new users: Applications for small-scale FELs?

SURA’s JLab DOE Contract:Extend or Recompete? • Timeline – DOE decision expected in next year • DOE Site Office recommendation – 12/024/03 • DOE Headquarters recommendation – 4/039/03 • Secretary of Energy decision – 9/30/03 • Strategy – Support DOE’s internal assessment • SURA self-assessment: Describe past performance • SURA letter to DOE: indicate willingness to extend • Stakeholders letters to DOE: Show external support

SURA’s JLab DOE Contract: Oversight and Responsibilities • External relations policy • Review of guidelines for JLab Federal and State relations • Characterize types of JLab activities which are allowable costs • Potential for external regulation of JLab • DOE is under significant congressional pressure • External regulation of activities by other Federal agencies • Review of contract expectations • What SURA expects from JLab to meet contract requirements

SURA’s JLab Committee: Proposed Restructuring • Executive Committee directed restructuring • Committee reviewed SURA staff response • Enlarge committee • Each institution can name JLab committee member • Add external trustees-at-large from key institutions • Create JLab Committee Steering Group • 10 members from committee membership • 3 additional trustees from Board • Chair of JLab committee on Executive Committee

SURA’s JLab Committee:Enlarged Responsibilities • Whole committee • Advocacy on behalf of lab • Leadership in developing JLab initiatives • Monitoring, understanding, evaluating all phases of JLab program • Steering group • Guide work of full committee • Work with JLab to develop relations strategy • Identify/nominate candidates for prizes and awards • Develop outreach program to maximize JLab exposure • Develop graduate education program

JLab Committee’s Action Items • Write institutional presidents inviting them to nominate representatives to the expanded JLab committee. • Work with Executive Committee to address the need for maintaining a significant understanding of nuclear physics on the Board of Trustees and especially, on the Executive Committee. The JLab Committee feels strongly that is needed to maintain appropriate intellectual understanding of proper JLab guidance and policies. • Write letter to OS Director Orbach thanking him for speaking to BOT and reminding him of the need for 12 GeV CD0 decision. Special note should be made of the risk to foreign support in delaying this decision. • Identify key new trustees-at-large to bring desired larger expertise and knowledge to JLab committee.
