  1. Use of lead-free shot in wetlands Notwithstanding their participation in / or support for the project, the views expressed in this presentation may not be regarded as stating an official position of the European Commission.

  2. Content: • FACE Position • EU overview of lead shot use • Facts about lead shot • The way forward

  3. FACE Position FACE Position Paper Sept 2004 In strong favour of phasing out lead shot in wetlands, but realistic: ..the issue of lead shot replacement can only be addressed according to a realistic, not arbitrary, time-scale, by supporting research and development of lead alternatives as well as information programmes for waterfowl hunters, and by fully involving hunters in all these processes..

  4. FACE Position 2004 Agreement between BirdLife International and FACE on Directive 79/409/EEC Point 9 “Both organisations ask for the phasing out of the use of lead shot for hunting in wetlands throughout the EU as soon as possible, and in any case by the year 2009 at the latest.”

  5. Questionnaire 2006-07

  6. The results • 12 Member States have some form legal ban on the use of lead shot for hunting in wetlands (BE, CY, DE, DK, ES, FI, FR, HU, NL, LV, SE, UK). Note: In some MS the ban is only in place in parts of the MS or for certain wetlands (e.g. SPAs, Ramsar sites). • - In 3 Member States legislation is being prepared to be introduced within the following 24 months. (PT, IT, CZ) + SK from 2015

  7. Facts about lead shot Lead has long been recognised as toxic to living organisms ..this mischievous Effect from Lead, is at least above Sixty Years old; and you will observe with Concern how long a useful Truth may be known, and exist, before it is generally receiv'd and practis'd on Benjamin Franklin “Letter on lead poisoning” 1786

  8. Facts about lead shot Ingestion and subsequent poisoning from lead shot is well documented in wildfowl • Ingestion of 4 to 6 lead pellets causes death in ducks • Lower ingestion rates cause weakness, altered energy requirements, reduced clutch size etc.

  9. Facts about lead shot Where lead shot has been phased out, experiences by hunters are generally positive • Phase out of lead shot in wetlands in France in 2006 • Good communication • Initiated by national hunters’ organisation

  10. Facts about lead shot Lead and steel shot comparison – weight and number Courtesy of N.Kanstrup

  11. Facts about lead shot Lead and steel shot comparison – weight and number Courtesy of N.Kanstrup

  12. The way forward It is important that hunters’ organisations lead the initiative to phase out the use of lead shot in wetlands, to promote the image of hunters as having a open and responsible attitude towards the conservation of wildlife and their habitats

  13. Conclusions • There is undisputable evidence that ingestion of spent lead shot can cause mortality in wildfowl • The phase out of lead shot in wetlands should be based on a realistic time scale • The experiences by hunters, in countries where lead shot has been phased have been generally positive • FACE recommends that hunters adopt a positive attitude to the use of lead shot to ensure the ecological and social sustainability of wildfowling
