  18. Military Personnel – 1/3 • What has happened? • 18 May 2012 the new structure of SHAPE was approved by the Military Committee • From July to October there have been several conferences with all Nations to agree upon which Nations will fill the posts.

NATO International Civilians • ACO Civilian Reorganization System • Phase 3 on-going: ACO-wide Selection Boards • 53 posts (SHAPE & NATO CIS Group) advertised • 387 applications received, from 143 applicants • 5 Selection Boards still ongoing • Notification letters being sent out this week • Target Completion: End of November • Phase 4: NATO–wide Selection Boards • Phase 5 : World-wide Selection Boards

  23. Local Wage Rate civilians • No progress to report with regard to the Host Nation Support (HNS) implementation • No indication on timing for signature of Garrison Support Arrangement (GSA) • Implementation date of 01 January 2014 still stands

SHAPE Campus Community Life REMINDER - Host Nation’s new role Our Nations agreed to increase the role of Host Nation support provided to NATO Bases and to reconsider costs associated with, and levels of, support service provided to communities. Therefore: Some duties currently carried on by Headquarters Support Group (HSG) will be transferred to our Host Nation (BELGIUM) The intent remains: NO REDUCTION in the level of service currently enjoyed by SHAPE entities in Morale and Welfare, Security, Medical Service, School, Family Support, social events, lodging… HSG will change name into «Base Support Group» (BSG) NATO UNCLASSIFIED REL TO PUBLIC

SHAPE Campus Community Life POTENTIAL IMPACT OF TRANSITION Loss of Peace-time Establishment positions in support areas has the potential to have a negative impact on the provision of: Housing Services SHAPE Club Gym Facilities Swimming Pool Availability SHAPE International Band Other facilities/activities The Garrison Support Arrangement has the potential to have a negative impact on the provision of: Security (entry/exit timings and locations) Infrastructure Maintenance NATO UNCLASSIFIED REL TO PUBLIC

  28. SHAPE Campus Community Life WHAT ARE WE DOING ABOUT IT?? HSG/BSG staffs are working hard – with Nations – to generate Voluntary National Contributions (VNC) and Memorandum of Understanding (MOU) posts to fill gaps created by the Peace-time Establishment (PE) revision. Alternative methods of Service Delivery, including contractual hire, part or complete closure of facilities, introduction of fees for facility use/increase in existing fees are all being explored. There have been NO decisions taken to date. NATO UNCLASSIFIED REL TO PUBLIC

Host Nation Support – Negotiations update Current Status Garrison Support Arrangement (GSA) negotiations with Host Nation (HN) on-going Key areas : Infrastructure, Force Protection and Fire Services GSA deadline extended but implementation date remains same – 01 January 2014. All efforts directed towards meeting HN Support implementation of 01 January 2014 Next Steps Await HN detailed proposals in order to develop Service Level Agreements (to be finalised before GSA signed) HN Ministerial approval of GSA required – engagement ongoing.
