Background Environmental Heavy Cost Investments Planning Project (EHCIP) (Nov. 2003 – Nov. 2005): • Long list of the projects collected through questionnaires • 2 widely participated workshops (April 2004 and June 2005) from all the relevant stakeholders including governmental organizations, NGOs, universities, municipalities • "Project Ranking Methodology“ and "Project Prioritization Manual“ were identified. • Screening and ranking of the projects • Selection of the 6 demonstrative investment projects (solid waste, waste water, air quality) under EHCIP Project Republic of Turkey Ministry of Environment and Forestry

Background New Prioritization Study (2006-2007): • Questionnaires were sent to 450 municipalities over 50.000 populations (census 2000) and about 300 applications were received. • Complementary data from İller Bank, TurkStat, SPO, DSI, Treasury. • The same screening and ranking criteria as defined by EHCIP Project. • After the screening, the national prioritized pipeline is composed of totally 131 projects; • wastewater- 61 projects • solid waste- 52 projects • drinking water- 18 projects The final pipeline is published at the website www.did-cevreorman.gov.tr. • Project Selection and Prioritisation-PEPA • Projects above 10 Million € • Projects in accordance with EU Environmental Acquis Republic of Turkey Ministry of Environment and Forestry

Environment Operational Programme • Co-financing of the project: IPA grant (max. 75% of the total public expenditure) + National co-financing (remaining) • National co-financing: Grant + Loan • Under the Coordination of the Ministry of Environment and Forestry, IPA Component III (MoEF) • Technical Assistance Projects are being undertaken to prepare IPA investment packages for the projects in the indicative list of OP-Environment. Environment Operational Programme • 26 Major Projects:4 DW + 12 WW + 10 ISWM Projects (above €10 million) listed in the indicative pipeline, additional projects may be included Preperation of Infrastructure Projects • Solid waste : Balıkesir, Çorum, Konya, Kayseri, Ereğli, Artvin-Rize (ca. 120 million €total cost) • Drinking Water: Akçaabat, Bulancak, Doğubeyazıt, Erciş, Erzincan, Manavgat, Nizip,Silvan(ca. 180 million €total cost) • Waste Water: Ordu, Turhal, Sorgun, Kars, Palu-Kovancılar, Adıyaman, Aksaray, Akşehir, Bartın , Ceyhan, Çarşamba, Diyarbakır, Erdemli, Erzurum, Lüleburgaz, Merzifon, Polatlı, Seydişehir, Siverek, Soma(ca. 450 million €total cost) Republic of Turkey Ministry of Environment and Forestry

Environment Operational Programme • EOP sets the Program Strategy and Financial Plan for environment sector under IPA Program for 2007-2009 Period. • Adopted on 27 November 2007 for years 2007-2009 • 3 priority axes: (1) Improved delivery of drinking water and waste water services (2) Improved integrated solid waste management (3) Technical Assistance • Financial allocation (M €): Republic of Turkey Ministry of Environment and Forestry

Environment Operational Programme Priority 1 -Improved water supply, sewerage and wastewater treatment services • Investment targeting drinking water supply and treatment, sewage and wastewater treatment • Technical Assistance helping to fund project preparation, supervision, implementation and capacity building for future operation of assets (incl. Institutional setup) • Integrated water management approach supported • The expenditure becomes eligible after signature of the Financing Agreement of the relevant OP and the adoption of the Commission Decision; whichever is the later Republic of Turkey Ministry of Environment and Forestry

Environment Operational Programme Present situation • 2 years since the start of the programming period and 1 year after the adoption of the Programme • Pre-requisites for eligibility of expenditure; the Conferral of management powers decided by the Commission and signed Financing agreement delayed. • Major projects (as subjects to the appraisal and approval by the Commission) are delayed. 2 out of 26 projects were submitted in 2008. • Time needed to start the implementation (tendering/contracting, preparation of designs, etc...) • N+3–disbursement rule of the Commission Republic of Turkey Ministry of Environment and Forestry

Prospects Extension of EOP for 2010-2011 period Co-financing: Grant from Ministry of Environment and Forestry Building on experience on administrative and technical level in terms of training of national and local experts. Establishment of Union bodies for environmental services. Increasing implementation of polluter pays principle.
