Introduction • Joint MS4 Permit with City of Houston, Harris County Flood Control District, Harris County, and the Texas Department of Transportation-Houston District. • Construction and Post construction storm water management requirements began 10/01/2001 • 4 Inspectors and 4 plan reviewers • We have all come a long way….but there is still room for improvement

  4. What we look for at a site • Postings, plans, records, SWPPP • Erosion & sediment controls • Inlet protection • Construction access/exit • Concrete washouts • Fuel & chemical storage • Good housekeeping-trash, etc.

  5. Compliance Process 1. Random Inspections 5. County Attorney 12-24hrs 4. Violations 2. Notification 72hrs 12-24hrs • Calendar Year 2007: • 396 commercial/development inspections • 12,600 residential lot inspections • 1433 violations 3. Re-Inspections

Process Continued • Current: • We will continue enforcing current HC regulations and the CGP TXR150000. • Near Future: • We are working to revise HC SWQ regulations. • Most changes will be to Post-Construction requirements. • Violation Re-inspection fees will be modified based on project types and may increase to encourage compliance.

  7. Ways to Improve Your Compliance

  8. #1: Know what the rules are. • Educate yourself and staff. • Attend seminars like this. • Ask someone else. • Ask the regulators.

  9. #2: Keep permits & SWPPP info at the site. • Paperwork items are important. • Keep updated, and do not “pencil whip” them. • “Pencil whip” means to lie, or to “inspect” BMPs not present. • File notices as necessary & post at site.

  10. #3: Have a rock exit. #4: Sweep streets.

  11. #5: Contain the Chemicals. • Properly store all chemicals. • Dispose of them properly. • Recycle “Old Rusty”…the outdated fuel container

  12. #6: Build a concrete washout. • Washout must be: • Lined • Contained • Signage • Not spilling over • Away from: inlets,ditches,channels

  13. #7: Rock Filter Dam • Install a RFD around outlet pipes in detention basins.

  14. #8: Grow green grass Basins should be vegetated with a live stand of grass!

  15. #9 & 10: Install, & Maintain BMPs at the site
