  2. EVALUATION AND APPRAISAL REPORT (EAR) • Evaluates success addressing major community issues through the Comprehensive Plan • Recommendations for update/revision of Comprehensive Plan • Adoption Due Date: September 2009

  3. SPECIFIC PURPOSES • Identify major community issues • Review Plan implementation since last EAR/EAR-Based Comprehensive Plan • Assess how Plan objectives related to major issues have been achieved • Assess success/shortcomings of Plan

  4. SPECIFIC PURPOSES • Respond to changing conditions affecting the community • Respond to changes in State requirements • Respond to changes in Regional Plans • Ensure effective Intergovernmental coordination • Identify recommended changes to Plan

  5. County Comprehensive Plan Future Land Use Transportation/Mobility Housing Potable Water/Sanitary Sewer Solid Waste Stormwater Management Recreation Conservation/Open Space Capital Improvement Intergovernmental Coordination Economic Historic Preservation

Major Objective and Policies Focusing on Energy • Conservation & Open Space Objective 5.1 Energy Efficiency in human activities, land uses and development patterns in order to reduce overall energy requirements for the County and its residents -Innovative sources for housing, transportation, commerce, government offices -Passive heating and cooling -Walkways and bikeways/public transportation -Identify and encourage active energy conservation -Support efforts to reduce dependence on conventional energy sources -Improve traffic flow and reduce congestion

  7. WORKPLAN/PUBLIC PARTICIPATION PLAN • PHASE IJan - June 2008 -Identify Major Community Issues • PHASE IIJune - Nov 2008 -Develop Analysis and Recommendations • PHASE IIIJan - August 2009 -Workshops/Public Hearings on EAR

PHASE I • County Commission (BoCC) and Local Planning Agency (LPA) - Jan 2008 • Advisory Committees & Community and Agency Workshops to identify issues- Jan-April 2008 • Confirm List of Issues to Submit to State with BoCC/LPA- May 2008 • Letter of Understanding with Florida Dept of Community Affairs -June 2008

  9. PHASE II • Analysis of issues and related Plan objectives and development of recommendations- June- Oct 2008 • Joint Workshops with LPA and BoCC- Oct-Nov 2008 • Finalize Draft EAR Document- Nov-Dec 2008

PHASE III • LPA/BoCC Workshops on Draft EAR- Jan/Feb2009 • LPA Hearing and Recommendations to BoCC- Feb/March 2009 • BoCC Hearing on submittal of proposed EAR to DCA/Agencies for comment (optional)- April 2009 • Revisions based on DCA/Agency Comments-May-July 2009 • BoCC Adoption Hearing- August 2009

  11. AFTER EAR • Florida Department of Community Affairs Determination of Sufficiency (90 days) • Transmit Proposed Plan Amendments Based on EAR Within 12 months of DCA Finding of Sufficiency (Nov/Dec 2010) • Adoption of EAR Based Plan Amendments (June 2011)

  13. Suggested Approach for ECSC Major Community Issue Identification • Refer to subcommittees (e.g. Land Use and Transportation, Alternative Energy, etc) to identify Major Community Issues • ECSC Consider Potential List from Subcommittee at upcoming meeting (eg March 3rd)
