  4. Collective Action Problems: • Societies under-produce non-exclusive, collective (public) benefits because individuals have no incentive to contribute when they can enjoy the benefits without personal cost (“free riders”).

Types of Bureaucracies • Departments—oversee and administer broad policy areas and department head sits on the president’s cabinet (Treasury, Defense, Justice, State, Commerce, Labor, Education) • Independent Agencies—oversee and administer specific policy areas (EPA, Social Security Administration, CIA, NASA) • Regulatory Boards—oversee specific aspects of the economy or business (FCC, SEC, OSHA, Federal Trade Commission) • Government Corporations—public corporations that provide services that no private corporation seems to want to (USPS, TVA)
