  2. PROJECT BUDGET • 3.7 milyon Euro (grant) • European Commission Pre-Accession Programme DURATION : 21 months • Project start : June 2008 • Expected end : November 2009 MEB/PKM/MEBGEP 21.02.2008

PROJECT PURPOSE The overall purpose is to assist the Ministry of National Education in implementing a restructuring process aimed at improving its governance, organization and management, financing, and evaluation/ monitoring capacities to make the education system more effective and efficient.   4. RESULTS TO BE ACHIEVED • Awareness raised about the institutional management models of the education systems of the EU Member States and examples of corporate governance. MEB/PKM/MEBGEP 21.02.2008

  5. RESULTS TO BE ACHIEVED • Strategy documents and necessary infrastructure is ready to reorganise the Ministry’s structure on the basis of an action plan (Green Paper) to better reflect the need for the educational services in Turkey. MEB/PKM/MEBGEP 21.02.2008

The development of alternative models and/or action plans on reorganizing the Ministry’s organizational structure by taking into consideration the below stated issues: • Determination of the educational services which may be transferred to the local authorities, • Re-definition of the roles of educational parties (students, teachers, school managements, families and non-governmental organizations) MEB/PKM/MEBGEP 21.02.2008

  8. How the social partners will be included in the educational services, • Funding and effective use of resources, • Strengthening of internal control and inspection mechanisms • Strengthening of monitoring and evaluation mechanisms. MEB/PKM/MEBGEP 21.02.2008

  9. RESULTS TO BE ACHIEVED 3. Legal and Regulatory Frameworks for corporate governance drafted and submitted to the upper level management of the Ministry. MEB/PKM/MEBGEP 21.02.2008

ACTIVITIES • To strengthen the dialogue between all related parties, information and monitoring meetings will be organized. • Two international Conferences related to the corporate governance will be organized • Conducting eight separate 7 days study visits to in EU Member States MEB/PKM/MEBGEP 21.02.2008

  13. ACTIVITIES • An analysis of strengths and weaknesses of MoNE’s structure and organisation with regard to important areas of corporate governance will be conducted. MEB/PKM/MEBGEP 21.02.2008

  14. ACTIVITIES • The present structure of the Ministry will be analysed and alternative models and/or action plans on reorganizing the Ministry’s organizational structure will be developed MEB/PKM/MEBGEP 21.02.2008

  15. ACTIVITIES • Preparing the draft amendments needed in law no 3797 on the organization and duties of the MoNE in line with the strategies and documents (Green Paper) and a draft law including all required amendments will be developed. MEB/PKM/MEBGEP 21.02.2008

ACTIVITIES • Using the outputs of SWOT Analysis, min. eleven training subjects will be determined and training activities for the relevant personnel at central (General Directors, Deputy General Directors, Head of Departments, Branch Directors) and provincial level (Provincial Directors, Provincial Branch Directors) and for the social partner representatives will be organized. Totally 1000 managers will be trained MEB/PKM/MEBGEP 21.02.2008

  17. ACTIVITIES • One national and one international symposium on the results of the project will be organized. • Bulletins will be printed and web site will be developed MEB/PKM/MEBGEP 21.02.2008
