The European Regional Development Fund (ERDF) • The ERDF is the main regional policy instrument; it is intended to reduce regional imbalances. • It has three main objectives for the period 2007–13: convergence, regional competitiveness and employment and European territorial cooperation. • The European Territorial Cooperation will strengthen cross-border cooperation through joint local and regional initiatives, trans-national cooperation aiming at integrated territorial development, and interregional cooperation and exchange of experience (INTERREG IVC).

  5. INTERREG IVC • INTERREG IVC provides funding for interregional cooperation across Europe and financed through the ERDF. The Operational Programme was approved in September 2007 and the period for INTERREG IVC will last from 2007-2013. • The overall objective is to improve the effectiveness of regional policies and instruments. The exchange, sharing and transfer of policy experience, knowledge and good practices will contribute to achieving this objectives. • The areas of support are innovation and the knowledge economy and environment and risk prevention.

The European Regional Development Fund (ERDF) 2014-2020 • The ERDF supports: • Productive investment, which contributes to creating and safeguarding sustainable jobs, through direct aid to investment in small and medium-sized enterprises; • Investments in infrastructure providing basic services to citizens in the area of energy, environment, transport, and information and communication technologies; • Investments in social, health and educational infrastructure; • Development of endogenous potential by supporting regional and local development and research and innovation; • Technical assistance

  8. Joint Action plan from 2014 • Results based approach for specific targets • Group of projects implemented by defined beneficiary • Can have multiple sources of financing – ERDF + ESF • Purpose is integration • No infrastructure projects

  9. 7th Framework Programme for Research, Technological Development and Demonstration Activities (FP7) • The FP7 lasts from 2007 until 2013. • The budget will be spent on grants to research actors of the European Union and with partners from outside Europe co-financing research, technological development and demonstration projects. • Grants are determined on the basis of calls for proposals and a peer review process, which is highly competitive. Thus, a key characteristic of FP7, and one that differentiates it from the Structural Funds, is that there are no fixed national or regional allocations.

Cooperation programme – the core of FP7 • The core of FP7 and its largest component by far, the Cooperation programme fosters collaborative research across Europe and other partner countries in a number of key thematic areas. • These themes are health; food, agriculture and fisheries; biotechnology; information and communication technologies; nano-science, nanotechnologies, materials and new production technologies; energy; environment (including climate change); transport; socio-economic sciences and the humanities; space and security. • Participation in FP7 is open to a wide range of research entities – universities, research centres, multinational corporations, SMEs, public administrations, funding bodies etc. • As a general principle, FP7 is open to participation from any country in the world.

FP7 Cooperation Work Programme 2012: Food, Agriculture and Fisheries, and Biotechnologies • Calls of proposals: • Activity 1: Sustainable production and management of biological resources from land, forests and aquatic environment • Activity 2: Fork to farm: Food (including seafood), health and well being • Activity 3: Life sciences, biotechnology and biochemistry for sustainable non-food products and processes

  12. 11 Thematic Objectives to Deliver EU 2020 • Strengthening research, technological development and innovation • Enhancing access to, and use and quality of, information and communication technologies • Enhancing the competitiveness of small and medium-sized enterprises, the agricultural sector (for the EAFRD) and the fisheries and aquaculture sector (for the EMFF) • Supporting the shift towards a low-carbon economy in all sectors • Promoting climate change adaptation, risk prevention and management • Protecting the environment and promoting resource efficiency • Promoting sustainable transport and removing bottlenecks in key network infrastructures • Promoting employment and supporting labour mobility (mainly ESF) • Promoting social inclusion and combating poverty (mainly ESF) • Investing in education, skills and lifelong learning (mainly ESF) • Institutional capacity and efficient public administration (mainly ESF)

European Innovation Partnership for agriculture 2014+ • Fundingthrougheither EARDF or EU Research and Innovation Framework Programme • Topics: productivity, efficiency, soils • Themes: • Increased agricultural productivity, output, and resource efficiency • Biodiversity, Ecosystem services, and soil functionality • Innovative products and services for the integrated supply chain • Food quality, food safety and healthy lifestyles • Overallamountinhorizon 2020 dedicatedtoagriculture – 4,5 billion EUR: research, innovation, science.

Food and Agriculture Organization of the United Nations • The Programme of Work and Budget 2012-13 by Strategic Objectives for Europe and Central Asia: • A – Sustainable intensification of crop production (1 169 000 USD) • F – Sustainable management of land, water and genetic resources and improved responses to global environmental challenges affecting food and agriculture (2 004 000 USD) • Biodiversity, feeding the world

  15. Other possibilities • EU promotion programmes – open only to EU member states: organic cereals (inner market only), processed rye products (in 3rd countries) • Rural development programm – not much interest shown for multilateral projects • Multilateral: international foundation – free hands

  16. Initial need for funding • Study – Preparation for compilation of the Rye report, design of structure for the report (for overview of the rye situation) (10 th E) • Common framework for co-ordinated tests of varieties, designer group (10 th E) • Elaboration of tourist route terms of reference (core design group 10 th E) • Web site: half a person for web site, half for other activities (organisation of events, preparations for establishing international institutions) (10 th E/year)
