Article P-12-14: PAVILION AT THE OLD COUNTY ROAD RECREATION (PARC) FACILITY Shall the Town vote to raise and appropriate the sum of $150,000 for the engineering, materials and construction of a Pavilion at the Old County Road Recreation (PARC) Facility? (Recommended by the Board of Selectmen (5-0-0)and Budget Committee (8-2-0); and this funding is in the Capital Improvement Program as approved by the Planning Board.) [Intent: This project involves the construction of a Pavilion to meet the critical need for shelter for the Town’s summer recreation program being held at this site and will save the Town approximately $5,000 currently being spent annually on tent rentals. This Pavilion will also allow for the year-round use of a variety of events and functions such as Old Home Day, youth sport programs, concerts, and any other Town sponsored events. The total cost of $150,000 will include the engineering, materials and construction phases of the new Pavilion.]

CommunityTheater ADDITIONAL USE FOR PARC: • Multi-Seasonal Use Potential • Community Theater • Car Show • Music Festivals • Broader Community Uses IMPROVEMENTS and BENEFITS: • Permanent Safe Shelter • Protection from Sun and Rain • Expansion of Existing Programs • Revenue Generating Potential Car Shows Music Festivals

  4. WHY A PAVILION? Permanent Safe Shelter • Adequate safe shelter is a must for the Summer Recreation Program. In the past tents have been rented but have limitations. The tent rental costs have been $10,000 just for the past two years. Having a Pavilion would not only eliminate the need for tents but protect the Town’s budget against potential future increases in tent rental fees • A permanent Pavilion would allow for expansion of programs, well beyond just Summer Recreation and sports, that can be offered to residents resulting in a richer and more diverse community experience • Existing popular programs, such as Old Home Day, concerts, sports and holiday events, could be expanded and new low-cost/no-cost programs added without worry about inclement weather

  5. WHY A PAVILION? Community Uses • Having a Pavilion allows for more and higher uses of the Town’s beautiful new PARC facilities • A Pavilion will expand the use of the PARC facility beyond just the 3-4 months of summer weather • Expanding the uses to involve more community programs like sports, scouts, and veterans makes the PARC facility meet the goal of being a year-round, family-friendly facility • Expanding community uses adds to the overall quality of life experience that make the Town of Plaistow a special place to live

  6. WHY A PAVILION? Expanded Events and Programming Sports • A permanent Pavilion would allow the Town and other Community Organizations a place to bring in new types of low-cost/no-cost programs and expand current programs • The Town could explore uses that would generate revenue to defer future programming costs and/or tax payer expenses • Expanded and varied events and programs, with revenue-generating potential increases the appeal of living in the Plaistow Community • A permanent Pavilion at PARC is a capital INVESTMENT in Plaistow’s future Music Family

  7. WHY A PAVILION? Protection from Sun/Rain • Weather will be less of a factor to planning and scheduling events = MORE and BETTER EVENTS!!!! • The popular Summer Recreation program needs to have an adequate way of protecting kids from the hot summer sun and provide shelter from rain • Families with elderly and small children will have a place to keep them out of the sun when attending Town and other activities, which may increase attendance at all events

COST ESTIMATES & SPECIFICATIONS: • Structure Size 40’ x 60’ (2400 sq ft) • Concrete pad/footings - $41,000; • Site Work - $15,000 includes drainage under pad; • Electrical - $14,000; • Materials - $45,000; • Construction Labor - $35,000 • TOTAL ESTIMATE: $150,000 • *Contingency 8-10% included in estimates

FAQ: Stick-Built versus Kits • Cost estimate information compiled by Building Inspector  & Trades Professionals • Actual costs would be available when bids are submitted • Preferred construction style is Wooden Truss, Metal Hip Roof • Why: Better Snow Load design • Staff compared stick-built pricing v. complete Pavilion kits • Kits ended up being the same or more expensive than self-contracting

TENTS: • Seasonal limitations • Fair weather dependent • Purchase price of ONE 40’ X 60’ frame tent is $25,000 plus… • Professionals would have to be hired to install/take down for each use increasing the cost of owning tents • Storage of a tent needs to be environmentally controlled adding more costs to owning tents • Cost prohibitive for long term use • $5,000 for JUST 6 week rental(Summer Rec. Program)

SUMMARY: • The PARC facility was conceived and built to offer Plaistow residents more recreational opportunities in a safe, clean family-friendly, environment • A Pavilion offers the opportunity for the Town to explore more varied events and programs, focusing on low-cost/no-cost programming • Without adequate shelter most activities are at the mercy of the weather

SUMMARY: (cont’d) • Having a permanent structure would allow the Town to explore revenue- generating, low-cost/no-cost events and programs for the PARC campus • While tents have provided a reasonably functional option for some activities and events in the past, they limit what activities can be held and are not a cost-effective or functional option for the long term
