  17. What you need to know: The Gap Elimination Adjustment (GEA) is a formula in the state budget that reduces the amount of aid each school district is entitled to receive. New York State introduced the GEA in 2009-10 when it was known as the Deficit Reduction Assessment in order to partially reduce the state’s $10 billion budget deficit. It was used in 2011-12 to allocate an unprecedented $2.56 billion statewide cut in aid. Over the past three years, it has been used to reduce state aid to school districts by $6.35 billion.

Constraints on the budget • Compounding $829,156 GEA Loss over the last 4 years • The Governors 1.46%(below the 2.0%) cap on the levy • The reduction in state monies based on the Governors 2014-2015 budget proposal • “We capped them…now we are going to cut them” statement by the Governor • No relief from any major unfunded mandates

What we have done in the last four years • 8.7 million dollar bond • Grew our reserves by approx 55%(remember the auditor stated we had leanest budget they had seen) • Blue Ribbon Elementary National Award 2010 • National Silver Award – Best High Schools 2013 • IPADS , Laptops and Chrome Books: grades 5-12 • Added Drama and Varsity Track w/ Southold • Added multiple Suffolk Community College Excelsior credit bearing courses

Historical reductions / cost cutting measures • Greenport Teachers lead the way with a salary freeze for 2012-2013 • Energy Performance Contract • Supt Salary freeze- 2010,2014 • Principals freeze- 2011 • Change in Health Care Company • Eliminated Administrator –retirement • NYS Retirement Incentive • Reduced school psychologist to .5 fte • Re-negotiated PT/OT Contracts • Print Management System • Installed New High Efficiency Boilers • New Roof and added insulation • Shared services with Southold: Drama, Track, Superintendent and Dir of Ed Tech
