Main achievements within ESPON 2006 • Several steps forward in providing data, indicators, models, mapping tools and methodologies which produced a large amount of new insights into territorial development trends, perspectives and impacts for the European territory and its regions (EU 27+2) • Applied a 3-level approach assessing results at 3 geographical scales (macro-meso-micro) • Geographical coverage of analysis: 29 European countries with a strong emphasis on the regional (NUTS 2 and 3) • Approaches joining research and policy • Series of practical tools which allow the use and analysis of regional data: ESPON database, HyperAtlas and Web-GIS

ESPON Database • Data collected and treated within ESPON 2006 projects was united in the ESPON Database. • ESPON 2006 Database is based on the software Microsoft Access and provides a simple search interface to make the extraction of the desired data easy. • Contains more than 1900 data records, i.e app. 620 indicators, 520 raw data and 50 typologies • The contents of the database are subdivided into 10 thematic categories which are further divided into subcategories. • The regional reference unit which is based on Nomenclature of Territorial Units for Statistics (NUTS) has been available by EUROSTAT. • Large parts of the ESPON database are public available at the ESPON website in the form of spreadsheets.

ESPON HyperAtlas • Software produced by the Hypercarte Project in the framework of ESPON 3.1 project and completed by additional work in the ESPON Programme • Available for download at www.espon.eu • HyperAtlas is a tool for Multiscalar Territorial Analysis and gives the opportunity to derive several indicators on the basis of the ratio of 2 initial geographical indexes according to different territorial contexts • Multiscalar territorial analysis is based on the assumption that it is not possible to evaluate the situation of a given territory without taking into account its relative situation and localisation

ESPON Web-GIS • Produced in the framework of ESPON 3.1 project and completed by additional work in the ESPON Programme • Accessible at www.espon.eu • HyperAtlas is a tool for map representation and territorial analysis via internet • Includes 2 type of application: Interactive Mapping Analysis and Interactive Statistical Analysis • The Interactive Mapping Analysis enables the user to visualise maps of selected indicators • The Interactive Statistical Analysis enables the user to query the database using three criteria (data category, geographical level and time reference). The results are displayed as charts with the corresponding metadata and basic statistical information

Database and data development (2008-2011) General objectives: • To create, improve and manage a geo-referenced information system within the ESPON 2013 Programme. • To ensure an ESPON database with relevant, reliable and accurate datasets in the field of European territorial development and cohesion, which could consolidate and increase the territorial knowledge base needed for policy formulation, application and evaluation. The database is meant to have an interface, accessible to researchers, policy makers and practitioners from all administrative levels involved in the ESPON 2013 Programme, as well as the general public as its dissemination of indicators should be envisaged through the ESPON website.

Typology Compilation (2008-2009) General objectives: • Taking into consideration the policy development in relation to EU Cohesion Policy, the Lisbon Treaty and the description of the new European aim of territorial cohesion, the main objective is to deliver a compilation of regional typologies that allow for identifying differences / similarities the types of territories having particular attention by policy makers. Ideally, the regional typologies should built on existing typology work undertaken in other studies/political contexts, have a high explanatory power, easy to communicate, be built on robust and complete data and finally they should have proven or be tested in order to demonstrate their added value and usefulness in relation to analysis of territorial development.

Territorial Indicators and Indices – Phase I: Design and Exploratory Phase (2008-2009) The project is going to be implemented in two phases: • Phase I - Design and Exploratory Phase including as well progress made on clarifying the concept of territorial cohesion with the Commission’s Green Paper • Phase II - following a more restricted approach and focusing on making operational the territorial indicators and indices chosen by policy makers as an inherent part of the project implementation.

Update of the ESPON HyperAtlas (2008-2009) The task of updating the ESPON HyperAtlas will comprehend: • Web server version of the HyperAtlas tool • Integration of a temporal dimension • Integration of “new” study areas • New contexts for deviation (e.g. distance-time) • Integration of new methods of analysis • Integration and updating of the HyperAtlas datasets • Survey on future improvements
