Initial Data Link Services provide baseline capability and benefits • Initial Tower and En-Route services establish baseline functionality and benefits for ATC and operators • Departure Clearance • Initial Check in, Transfer of Comm • Altitude and Altimeter Settings • Go Button • Services were selected based on several factors; • ATC input, • Operator input, • Ground automation functionality • Airborne functionality, • Training requirements, • Benefits for both ATC and Operators

Can initial operational capability be leveraged to provide additional services and benefits • “Go Button” service provides significant operating capability and benefits compared to other regions implementing datalink in domestic airspace • Go Button service requires routeclearance uplink functionality providing air / ground automation integration (i.e. uplink messages loadable into FMC) • Enhancing existing ground automation capability to accept routeclearance downlinks may provide practical path to enable desirable operator, ATC benefits and improve datalink program participation

Potential Downlink Services • Pilot initiated “direct-to” route request • Single waypoint • Pilot initiated route request • Limited number of waypoints potentially used to reroute around weather • AOC initiated route request (similar to DARP) • AOC developed route modification sent up to aircraft (AOC route uplink) then downlinked to ATC as route request

Proposal for DCIT • Develop cost / benefit analysis of additional datalink services enabled by routeclearance downlink capability • Establish ground rules • Develop common concept of operation • Identify measurable benefits for both operators and ATC • Direct to • Aircraft initiated route request • AOC initiated route request through aircraft (similar to DARP) • Are there other services that may offer benefits; • Offset requests? • Weather deviation requests? • Block Altitude requests? • Goal of exercise – Identify cost effective service enhancements that will improve operator participation
