  7. The Youth Matters Green Paper outlines a vision for reforming targeted youth support by April 2008 The Youth Matters green paper published July 2005 addressed four key challenges: • how to engage more young people in positive activities and empower them to shape the services they receive • how to encourage more young people to volunteer and become involved in their communities • how to provide better information, advice and guidance to young people to help them make informed choices • how to provide better and more personalisedintensive support for each young person who has serious problems Young people at risk of poor outcomes should receive, via someone they know and trust, an integrated package of support which meets their needs including: • a nominated lead professional acting as a single point of contact and making sure support is coordinated, convenient and integrated • a clear and simple assessment procedure so that no young person needs to retell their story many times to different people • easier access to services by encouraging co-location in schools, voluntary drop-in and health centres, youth facilities and advice shops • frontline youth support teams focused on prevention and effective early intervention • a change in the extent to which support professionals engage with parents • clearer and simpler referral routes for schools/ agencies to use for pupils with severe problems Targeted Youth Support

  37. Targeted Youth Support Appendix A Tailoring a Support Package for North East

  38. There are a number of principles around this project • We will be working in partnership with you – this is your journey supported by GO/TDA • We will be building on your successes to date • We will help you to facilitate the creation of local models that will allow testing and exploration of the recommendations and ideas in Every Child Matters and the Youth Green Paper • Within a policy framework, GO/LA will decide what works best regionally and locally

  39. Proposed offer of support from GO/TDA recognises the work and achievements of LAs to date and helps accelerate that journey: • A series ofregional events that map onto the framework for delivering effective TYS. • One day, themed workshops, to problem solve key issues • Focused support to some authorities decided by GO/LA • Customised Learning Networks • Forum for regional and national sharing of good practice and learning • Web-based learning from the TYS toolkit on the ECM website • Progress monitoring tools to support LA own project management

  40. Regional events that focus on aspects of this framework will help local authorities accelerate progress around their own priorities whilst also building change management capacity: Key Delivery Elements • Processes • Identifying vulnerable young people early • Building a clear picture of individual needs • Early intervention via universal settings • Effective lead professional practices • Appropriate settings for services • A Locally-Owned Case for Change • Strengthening the influence of vulnerable young people • A clear business case for change to services for vulnerable young people • A full understanding of the area’s vulnerable young people and their needs • A comprehensive delivery plan • A clear fit to children’s trust arrangements and Children and Young People’s Plans • Achieving Sustainability • Families, carers and communities shaping services • A planning process focused on sustainability • A focus on continuous improvement • A clear fit to Local Area Agreements and wider IYS strategy • Young Person’s Interventions • Effective support across transitions • A focus on preventative services • Information sharing • An evidence-based approach to intervention Multi- Agency Working • Multi-Agency Structures • An effective structure for multi-agency working • A clear role for schools and colleges • Structures to target those outside the formal education structure • Workforce Development • Strong supervision and support for practitioners • Workers feeling equipped and trained • Long term workforce development • Terms and conditions to support multi-agency working Each event would have two parts: Part 1 – mobilise to deepen. Part 2 – (later) develop and deliver – other than for Achieving Sustainability

  41. Who should come to these events: • The team from an authority should seek to include key people from the following list (not exhaustive): • IYSS/TYS lead • CAF / Lead professional lead • Policy leads: teenage pregnancy, looked after children, SEN, drugs & alcohol teams, NEET lead, EWO, youth offending • Youth lead, Connexions • Educational Psychologists • Community and voluntary sector – e.g. providers, residents’ associations • Police / safer communities • Leisure, arts • Health – CAMHS, PCT representative, healthy schools, school nurse • Extended schools remodelling advisor • Your GO/TDA link will advise how many from each authority can be accommodated at each event. • Authorities should consider whether it would be best to send the same group of delegates to each event and build up a core team around IYSS/TYS or whether to change the delegates each time and build a wider cohort of key implementers
