  5. EU FRAMEWORK PROGRAMMES OBJECTIVES • To increase the Scientific Research andtechnology Development capacity, • To facilitate social and economic development DURATION 4-year programmes since 1984

EU FRAMEWORK PROGRAMMES / FP5 • 5 th Framework Programme: • 51,675 organisations - • 15,408 project proposals submitted (€16,866M) • 72Turkish institutions • 22,364 organisations – • 4,413 projectssupported (€4,293 M) • 16 Turkish institutions • 9 universities • 5 research centres • 2 companies • 1999-2002 €14,960M

AT THE BEGINNING OF FP6? • Unprepared, inexperienced and lacking know-how on EU funds • Inexperienced, uninformed and lacking supportingorganisations for programme rules, project types and project preparing • New to EU bureucracy • Gaps andambiguities in national legislation • No set culture for team work and joint projects • Languageproblems • Inefficient coordination and deficiencies in communication networks

AT THE BEGINNING OF FP6? • Low level of inter-disciplinary interaction • Financial difficulties in attending partnering events • Physical distance from Central Europe • Gaps andambiguities in national andinstitutional • legislation • Being little-known in Europe, • Inadequate lobbying in Brussels, • Participation of Turkey in FP6 not widely known among EU countries.

  9. AND NOW…. …. After 4 years : • National organisation has been completed, • NCPs and ICPs are still not enough, but now they are more informed and active, • Many awareness activities have been organised, • Foreign researchers have come to know Turkish researchers, • Many documents have been translated, printed and distributed, • Web sites have been published, • New Legislation have been passed • International relations have been established, • Collaboration among organisations have been started, • More Experience on calls, proposals, project preparation and budgets, • Many proposals have been submitted – still not enough • Turkish researchers are now acting as project coordinators,

FP6 TURKISH NATIONAL ORGANISATION EU FP6 National Coordination Office has been established within TÜBİTAK inNovember 2002 • Office has 1 National coordinator, 18 NCPs and a support department. • 500 ICPs have been appointedin state and private universities and organisations. • Turkey is being represented in Programme Committees by “Observer Delegates” as a candidate country, • An expert attends all meeting together with the National delegate.

MISSION OF NCPs • Information dissemination • Sign posting, • Raising awareness, • Forwarding information and documents to potential participants and ICPs via internet, e-mail, etc. • Partner Search • Contributing to ERA through contacts with other NCPs • Participation to Programme Committee Meetings • Participation to the NCP meetings, distributing the results throughout the country.

TUR&BO OFFICE IN BRUSSELS Turkish Research and Business Organisations Public-Private-Partnership (TuR&Bo-ppp) • TuR&Bo-ppp that is an international non-profit Association representing Turkish Research and Business world established in Brussels, established for lobbying activities. • The founding members of this association are TOBB, TÜBİTAK, KOSGEB ve TESK. LEGAL AND FINANCIAL GUIDELINES and REGULATIONS • “The accounting and expending principles and procedures of the grants transferred to Public Administrations in return to projects from the sources of EU and International Institutions” prepared by Ministry of Finance, and entered into force as of published in the official journal 25766; dated March 25, 2005. • In May 20, 2005; a communiqué is published on the “Application of Goods and service deliveries, Value added taxes of works and acts, Private Consumption Tax, Stamp Tax, Inheritance Tax within the context of Projects, Activities and Actions financed by EU or co-financed by Turkey - EU In accordance with Turkey – EU Framework Agreement”

SOME TUBITAK FP6 ACTIVITIES Activities Specific for SMEs Project Proposal Writing and Project Evaluation Seminars • In 2005, 350 experts have been etrained in İstanbul, Ankara, İzmir and Bursa Determination of SMEs with High R&D Capacity • 2500 SMEs have been determined, selected 100 SMEs are currently under technology audit phase, • Aiming to raise the proposal writing and participationcapacities of SMEs to FP6 projects

SOME TUBITAK FP6 ACTIVITIES • Encouraging mobilisation of researchers • ERA-MORE is active in 33 EU countries with 200 mobility centres • Turkey has participated to ERA-MORE via TR-MONET (Turkish Mobility Network) project • 6 centres have been established as pilot centres in İstanbul, Ankara, İzmir and Gaziantep Harita ekle

SOME TUBITAK FP6 ACTIVITIES • Active Participation to FP6 with 22 projects - TÜBİTAK’s budget is over €2M • Contents of the projects: • Nation-wide awareness raising and training activities for FP6 • Facilitatingthe: • Integration, • Partnering, • Collaboration and • Internationalisation of Turkish researchers and industries with their European conterparts.

  26. SOME TUBITAK FP6 ACTIVITIES In 2005 • Turkish R&D Catalogue has been published. • Researchers have been classified according to their thematic areas. • Updated Catalogue will be published in 2006.

  27. TURKISH RESEARCH AREA (TARAL) • Decisions of BTYK (September’04) • R&D share was 2% of GDP in 2005 • Full time equivalentscientists will reach 40,000 in 2010 (currently 27,000, 70% located in universities)

  31. EBİLTEM ESTABLISHMENT: Ege University Science and Technology Center (EBILTEM) wasestablishedin 1994to bridge the gap between the industryandthe university. MISSION: The mission of the centre is to form an effective interfacebetween industry and university, with the support of EgeUniversity’s infrastructure and expertmanpower. PERSONNEL: 26 multidisciplinary professionals (19 at EBILTEM professional, 4 at EU Projects and 3 support personnel) Additionally, the potential of the academic personnel at Ege University is utilized.

EGE UNIVERSITY EBILTEM EU FP6 COORDİNATION OFFICE (17th November 2002) In this framework, being aware of the responsibility it bears as the oldest academic institution in the Aegean Region, the University of Ege has taken a regional initiative • it endeavours to create synergies aimingto achieve high-impact activities in the EU programmes. • Trying to claim back the contribution of Turkey via project support • Serve as a regional contact point, EU FP6 Coordination Office has been set up at EBİLTEM.

BEFORE FP6 • “EU FP6 and the roles of Universities” meeting was organised in June 2002 • 15 Regional Universities participated • It was agreed upon that the regional Universities need to be regularly informed on: • FP6 mechanisms • Evaluation criteria • Proposal submission methods • Each university allocated their officer in charge on FP6 activities
