  3. Foundation Trusts • Regulator – Monitor (as well as DH) • No financial bail-out from SHA • New style Boards • Choice, Competition, Contestability • Reputation management • Estates and Facilities services are key!

  4. Compliance • In organisations in financial surplus unsafe arrangements are not defendable • We have been too used to managing higher risk levels than normal • Compliance review needed • Are we living with a risk legacy in E&F?

  5. But what policies affect the future of E&F? • Greater emphasis on HCAI’s and quality • Improved patient safety • Quicker access • Care closer to home • Improved efficiency • Greater public involvement

  8. Key indications of the future • References to • Asset ownership models • Improvements in utilisation • 3 per cent efficiency to 2010/11, but in ‘current economic climate…. very substantial efficiency savings in 2010/11 to contribute to returning the economy to balance’

  9. Key indications • And • Shared services in back office operations including ‘estate and security functions’ • More ‘commercial use of assets’ • Specific theme focused on ‘efficient public sector property management’

  11. Asset ownership models • PFI balance sheet issues • Commissioner / Provider split • Social Enterprises • Charitable Trusts • Multi-agency ownership

  12. Improvements in utilisation • Big emphasis on space utilisation • Good asset stewardship essential • Estate rationalisation • Estate strategy’s • ‘Sweat the asset’ mentality needed eg 3 session or extended working

  13. ‘very substantial efficiency savings in 2010/11’ • How does this fit with improving quality? • By freeing up resource to invest in front line services • Service Line Management (SLM) • Productive Ward • LEAN • Accounting treatments • Strategic asset management

  15. More ‘commercial use of assets’ • NHS Estate – too often seen as a ‘free good’ • Commercial rents should be charged • Occupancy costs need to be fully understood • Formal leases / licences required • Exploit income generating opportunities

  16. ‘efficient public sector property management’ • All of the above • Need to think ‘outside the box’ • Need demonstrable efficiency evidence • Is ERIC it? • We must benchmark with private sector
