  1. River-channel for: • Monsoon floods/sewerage disposal of Karachi. Construction of Lyari Expressway: • Unauthorized settlements along “Right-of-Way” on banks/ river bed. Relocation of affectees : • To create space for construction of Expressway • To provide better living environment • Allotment of 80 Sq. yds. Plot per unit free of cost and cash Compensation @ Rs. 50,000/- per family unit.

  2. First StageInitial Surveys… by Revenue Group of Offices, CDGK Second StageVerification of Survey Lists …..by Team of Revenue Department in collaboration with public representatives. Third StageRe-verification ….by the Committee comprising of larger group of Revenue officers & public representatives. Fourth Stage Payment of cash compensation and allotment of 80 sq yds plot (free of cost) to the affectees as per verified survey lists of Revenue Department, CDGK in open katchery ……..by the LERP. Fifth Stage Payment of compensation of leased property under the law…..by the Revenue Department CDGK.

The affected family units from 14,811 (Original PC1) to 24,419 (Revised PC1) and 30011 (Re-revised PC-I) as communicated by the Revenue Department, CDGK, were revised which attributed to the following reasons:- • The decision of High Court to count each Level of Multi-storied Building as a Separate Unit. • Difference in Initial & Final Survey List by counting of number of families per premises “one family” instead of treating them as Single Unit. • Changes in the Right-of-Way of LEW by the N.H.A Commercial units (not compensated) Religious Buildings include 56-Mosques, 6-Imam Bargahs & 9-Churchs & 1- Temple (relocated).

  4. No funds have been released since 2008-09. • Non availability of funds for the past years created a collapse like situation and has taken over the Project as:- a. Development works stopped for non clearance of the liabilities. b. Schooling discontinued for more than 6500 students due to non-payment of salaries to community teachers. c. Karachi Electric Supply Company Limited issued disconnection notices to resettlement sites resulting in stoppage of water supply for developed and undeveloped resettlement sectors. e. No salary paid to Project staff for the last 1 year. 3. Requests to Governments for provision of funds remained un-responded. 4. More than 500 affectees have filed Constitutional Petitions in the High Court of Sindh against Federal, Provincial & CDGK, as their names were appearing in the list of the affectees prepared by the Revenue Office, CDGK. It was intimated to the Court that no funds have been received from the Government and so no facilitation money could be paid to the affectees.

  5. Clearance of remaining 5.3km of LEW-ROW & liabilities. • Clearance of created liabilities of allotment of 80-Sqyds plot/family-unit and corresponding award of Normal Compensation Package. • Permission / Decision from the Government to hand over different sectors like sanitation, water supply, sewerage, schools, streets lights, roads etc. to relevant Departments/Organizations for day to day maintenance. • Permission of the Government to prepare “Status Position” & “Completion Report”, so that project can be wind up, as it is not possible to continue the project without funds.
