  5. Like the discipline of diversity, the foundation of a successful EO program starts with leadership buy-in. Equal Opportunity: "Defending America's Freedom"

  6. Leadership at the Top • Visible • Others must see and hear the commitment • Visibility must be evident even when the “usual suspects” are not in the room. • Specific • What are the trends in EO complaints? • Metrics • Personal • Provide leadership with performance measures • Leaders message most effective when they share their own “personal EO story”. • Persistent • More constant message than just Observance speeches. • Intentional • “This is what I want to happen.” Equal Opportunity: "Defending America's Freedom"

  7. The Impact of EO on Mission Readiness • Core Values • Good order and discipline • Morale and QOL • EO climate = unit cohesion and mission readiness • EO climate promotes dignity and respect for all Equal Opportunity: "Defending America's Freedom"

  8. Command Climate Assessment Equal Opportunity: "Defending America's Freedom" • Required 90 days following a Change of Command and/or annually thereafter. • Triangulation Method - identifying areas of concern or issues related to command climate by finding areas of commonality in a minimum of three areas of the command assessment). This is accomplished by the DEOMI Organizational Climate Survey (DEOCS) and a minimum of two of the following: A. Review of records and reports B. Individual interviews C. Observations D. Focus Groups E. Other methods deemed appropriate by the commander

  9. CMEO + EOA = EO Team • The subject matter expert • A point of contact to ask questions about EO policy • A point of contact to ask questions about grievance and redress procedures • Listening to people and monitoring the EO climate • Protecting the rights of the accused and the victim • Communicating with the Commander Equal Opportunity: "Defending America's Freedom"

  10. Prevention Team Member • A proactive Prevention Team should be made up of: • CMEO/EOA, DAPA, FAP, SARC, Chaplain, Security, Legal and CCC • Identify issues • Conflict resolution • Develop course of actions • Keep Chain of Command informed • Facilitate focus groups • Training Equal Opportunity: "Defending America's Freedom"

  12. Challenges • Limited use of Command Climate Assessments by leadership • DEOCS alone is not a Command Climate Assessment • 17% of all Navy Commands used the DEOCS in 2009 • 20% of respondents said they were victims of discrimination • Lack of communication/Sharing of best practices • CMEO training • Complaint process • CMEO/EOA not having direct access to the Commander • Message preparation • DEOMI Instructor vacancies • EOA vacant billets Equal Opportunity: "Defending America's Freedom"
