  1. NRS Possible Changes 2011 NYSED Response: Shared by Bob Purga

Background: • Regardless of reauthorization of WIA, Brenda Dann-Messier, Assistant Secretary, OVAE called together representatives from every state to form an NRS Congress • August 2010 the NRS Congress met in Washington DC to learn of proposed NRS changes • Dr. Dann-Messier reviewed the state responses and in October issued a revised proposal of NRS changes • Referred to as “Issue Papers”

  3. Timeline: • Employment Outcome changes • proposed effective July 1, 2011 • GED Goal setting and tracking • proposed effective July 1, 2012

  4. Issue #1: Employment Outcomes • Eliminate goal setting for employment measure • All students entering programs unemployed and in the work force (available for employment) automatically receive the goal of employment • Exit criteria & collection periods remain the same

  5. Issue #1: SED Response • Not a major change for NYS • Have had 70% goal setting target for this cohort since 2005 • Increase of 30% • Program level – more surveying required (NY not a data matching state) • Program staff must be diligent about determining if a student is in the work force (available for employment)

  6. Issue #1: Employment Outcomes • Retained employment would be collected on all students entering employed • Exit criteria and collection periods remain the same

  7. Issue #1: SED Response • MAJOR impact on NYS • In FY08/09 we reported 8,854 students with Retain Employment as goal • This change would have meant 61,972 students in the cohort with Retain Employment as goal • 700% increase • Cannot implement by July 1, 2011

  9. Issue #2: Postsecondary Goals • Eliminate goal setting for the postsecondary education entry measure • Automatic designation of all students who have • earned a GED • have a secondary credential • or are enrolled in a transition class • Exit criteria and collection periods remain the same

  10. Issue #2: SED Response • Consistent with Postsecondary Transition initiatives • NYS already has 50% target for setting this goal • It will be critical for NYS to negotiate reasonable state targets with OVAE

Issue #2: Postsecondary Goals • Implement new GED track for students who score at ASE levels (NRS #5 & #6) • No requirement for Post testing on these students • Attaining secondary credential will be the only reportable outcome for these students • Exit criteria and collection periods remain the same

  12. Issue #2: SED Response • Local programs have asked for this change for a while • Would eliminate the need for Post testing students whose goal is the secondary credential • Connecting ASISTS to SED/GED data system will enhance this process • seamless data collection and verification
