Aim of the Workshop To identify & consolidate a research direction in VGIRisk issues exchange & develop concepts and fundamental research questions To promote an informal modular Consortium which would collaboratively • build on the concepts, gather evidence, develop models, and test systems; (b) develop a framework & roadmap for 2 closely related proposals : FP7-ENV 2012, and MC-ITN

  4. Research Directions consortium interests : citizen science user-generated content, volunteered geographical information (VGI) / ‘citizens’ observatories’ (CO) (in ENV language) associated with risk perceptions and management.

  5. Research Niches FP7 proposal calls ask for: • “innovative environmental monitoring and information capabilities to enable effective participation in environmental stewardship” • “based on broad stakeholder and user involvement in support of both community and policy priorities”

  6. Applications – need for a Focus in both Proposals first level (as given in the ENV call) – “environmental stewardship, environmental capabilities, environmental monitoring”. Specific focus (our selection) is applications to • urban environmental risk (including safety-security risks) and • urban environmental degradation. Justification: real, urgent issue; focussing the COs and policy/ management; consortium partners have expertise.

  7. Societal and Policy Issues • develop "citizens' observatories" using innovative earth observation technologies. • rich mix of RS / physical sensors / HSW / and PGIS for dealing with local spatial information • how user-generated LSK can be acquired / understood / combined / assessed / validated / translated / and delivered into decision making and management. • “Empowerment of citizens and citizen's associations, to contribute to environmental governance processes”

Technical Issues • Integration of data sources, data management strategies, (open e-collaboration) • Technical design systems for efficiency and flexibility, and sharing data / information • Validation, data quality, reliability in open systems; • Usability and interaction aspects to encourage participants to contribute, • Privacy, security, ethics • Criteria and formats for global standards.

  9. SME Issues (small & medium enterprises) • SMEs to play major role, • “development of innovative sensor technologies, • data management strategies • applications to exploit data and process information for policy, industry and society.” • Cooperate within open framework - common methodologies & standards for data archiving & access - within GEOSS. • ENV Proposals condition : EU contribution to SME part = 30% or more of the total

The Two Calls • ENV.2012.6.5-1: “Developing community-based environmental monitoring and information systems using innovative and novel earth observation applications” (YG) • MC-ITN (Marie Curie Initial Training Network) proposal call later in 2011. a linked research project. Draft for 2010 call circulated to partners in January. (MM) Strategy linking the proposals: ENV is first (Aug. ‘11) then ITN (Nov. ‘11) ENV is highly focussed – therefore use its focus to sharpen proposal for ITN
