  2. Key content • SOI assessment • Draft Vietnam Health Partnership Document • First Provincial HPG meeting • Joint mission of UN and Ministry of Health in Ninh Thuan

Aid mobilization at the central level • Aid mobilization is in accordance to priorities of the health sector; • Diversified mechanism of aid mobilization: bilateral, multi- sectoral. • Different types of aid: ODA, loan, technology transfer • Different types of donors: bilateral, banks, INGOs, UN and etc, of which INGOs funding is increasing • Aid covers lots of areas, mostly focus on the priorities of the health sectors and national health targets

  4. Health Aid at the Local Level: the need for consensus • More and more donors are working at the provincial level; • Covers specific interventions and targeted populations; • Challenges in planning, coordination and effectiveness exits

Health Aid at the Local Level: the need for consensus 5 • Promote linkages among DPs, local provinces and HPG • Ensure the alignment of support to local health needs and goals; • Provide guidance to provinces in utilizing health aid to plan services and improve health outcomes; • To inform the work of the HPG and strengthen the participation of the provinces in the national policy dialogue • To establish a health partnership, such as HPG at the provincial level

How HPG links the central and local levels 6 • HPG links policy dialogue and aid effectiveness for health among central agencies, local levels and DPs through: • HPG kết nối đối thoại chính sách và hiệu quả viện trợ cho y tế giữa trung ương, địa phương, và các ĐTPT qua: • Field trips • Study on status and demand of TA at the provincial level • Conferences and meetings

Objectives Over-all goal: Learn how aid in health contributes to improved health outcomes at the local level Specific Objectives: • Strengthen national and local coordination in developing aid effectiveness policies; • Share experiences among provinces; • Strengthen collaboration of DP’s with the provincial authorities; • Ensure coordinated planning and synergy of aid in each locality

Participants Ministry of Health: Departments The People's Committee of Nghe An and the units Nghe An Provincial Health Departments: Hai Phong, Ha Tinh, Thai Binh, Tuyên Quang, Nghe An, Ninh Binh, Ha Nam, Nam Đinh, Thanh Hoa. DPs: • Development Banks: WB, KFW • Bilateral partners: GIZ • United Nation Agencies: UNICEF • Non-governmental Organizations: Pathfinder

Opportunities • There is concern and guidance of management at all levels • There is a harmony in coordination of technical support with the needs and orientation of provinces • Attract sponsors well by favorable policies and regulations • Advantageous natural, economic and social conditions • Provincial resolution of health (Ha tinh)

  10. Constraints • Lack of information and equipments • Lack of information and time-consuming. • Donor driven in aids • No guide of project application • Project budgets have seen a sliding trend while demands are increasing. • High demand for capital • Projects’ sustainability

  11. Constraints • Lack of eperienced staff to work with donors • Foreign language constraints • Capacity of project design • It is hard to recruit good staff in remote areas • Ineffective model of preventive health, facilities and equipment • No government projects on commune health system

Solutions • Expansion of support for human capacity building, medical equipments and facilities • Enhancing training for provincial health staff • Improving central and local linkages of development and implementation of ODA, NGOs and aid project • Human capacity building for primary health care • Turn-over steps to ensure sustainability • Promoting of aid ccoordination to reduce duplication

  13. Conclusion of Vice Minister • Learned the mechanism of donor coordination and implementation of health aid at the local level; • Identified the gaps and challenges of provinces in coordinating health aid to meet local priorities and plans

  14. Conclusion of Vice Minister • ICD to be the focal point to develop a Regulation of information sharing and reporting mechanism of projects in health. Subsequently, provided recommendations on improving donor coordination and aid effectiveness at the local level • DPF to be the focal point to review of project development procedure, and add some regulations to ensure sustainability, especially human capacity building. Sustainability should be included in the project design from the beginning.
