Drivers of French qualification system: • Social dialogue on VET monitored by State & Ministries • Balance between „skills” and „knowledges” in initial VET • Development of qualifications is linked to ‘NFQ’, which is similar to ‘CROQF’ • Same Diploma/Qualification irrespective of publics (school learners, adults) or pathways (school VET, apprenticeship, further training, APEL*) • * Accreditation of Prior Experiences & Learning

Particular features: • Focus on National diplomas and on „Certification Standards” for all pathways (formal, non formal, APEL) • Agreements/Discussions at national level between Ministry of Education and „Branches” • „Branches” recently alowed to develop nationaly recognised short focused sub-sector Qualifications: the „VQCs”* • VET planning at regional level in partnership councils *The” Vocational Qualification Certificates” (CQP in French)

  6. . 1985 - 2005 2006 - present Emphasis: Stengthen Level 2 occupational Develop focused Level 6 (vocational one year Bachelor degree including ´on the job” training periods) Further develop APEL* True focus on ‘Life Long Learning’ *Accreditation of Prior Experiences & Learning Emphasis: • Ensuring 80% of a class of age reach the Level 3 (general or vocational) • Ensuring 100% leave schools with a Qualification • Develop ‘Apprenticeships’ at all Levels (2 to 7) • Vertical progression for VET • Strong development of occupational Level 3 & Level 4.1 („Higher technicians”)
