  1. Some Points of the Workshop and Some Highlights: A outline of minutes Dialogue on Water and Climate in the Yellow River Basin (to be modified) Draft by C. Liu

  2. It is a great event for us to have this opportunity to implement action on “Dialogue on Water and Climate”, firstly in Beijing, China during Sept. 18-20,2002.

  3. It is a good start at a transitional time from “IGBP I” for the last decade, being achieved to complete success, to “IGBP II” to be started soon next year in 2003.

  4. It is a kind of preparation for the forthcoming “3rd World Water Forum” to be held in next March at the beautiful Japanese city in Kyoto. Beijing DWC wishes to thank 3rd WWF’s representative, Dr. Okazumi’s presence at this workshop.

  5. Many Major international bodies, particular for IAHS, IWRA, IHP-HELP,IWMI make significant contribution for the Dialog on Water and Climate in this Workshop.

  6. The International Dialogue on Water and Climate in the Yellow River Basin has reached its goal with several highlights.

  7. Highlights (not complete) • Having very good discussion with overall aspects in the river basin with: – Droughts and food security; – Floods and the environment; – Institutions and policy for ecologically sound management of water resources.

  8. Highlights • Target for managing water – sustainability, which is to be trust of the Sustainability Science as a new discipline. • For coping with impacts of climate variability and change on water systems, an adaptation seems to be advisable option. • With increasing growth of population and socio-economical development, a great impacts are expected by these anthropogenic activities

  9. Highlights • The harmony between human and water would be employed as a philosophy. • Rational water utilization is on basis of water saving, which might be seen as a core of the adequate water management. • Price elasticity of water fee plays a big role in managing water against water wasting

  10. Highlights • Water cycle and water balance is the base on which water science and technology for water management can be advanced. • To leave uncertainty in changing of natural water systems with climate for scientists and to let stakeholders keep certaintyfor carefully managing their water resources. • To build up bridge between stakeholders and water managers with scientists through the dialog..

  11. Highlights • Environmental/ecological demand is being considered as one of the demand sectors that should be taken into account.

  12. Highlights • Climate variability (CV) is increasing, bringing about a higher risk of more frequent and more severe droughts and floods. Coping with increased CV requires implementing of Integrated Water Resources Management, and possibly additional institutional arrangements will have to be made.

  13. Highlights • YRCC is preparing a separate Yellow River Law. This is being done because of the specific character of the basin, in particular the erosion and sediment problems of the river and with 9 independed administrative provinces.

  14. Highlights • YRCC will have to develop an integrated development and management plan for the whole basin, in cooperation with other ministries and the provinces.

  15. The most pressing institutional issue in the Yellow River Basin seems to be the allocation of the water resources among the regions and stakeholders in a justified and equitable way
