  3. I.1. Capacity development – the concept • Approach? Process? Capacity building? • Refers to approaches, strategies and methodologies used by development stakeholders to improve performance at the individual, organizational, sector and broader system level.

Capacity development – Objective • Objectives: • Enhance/utilize more effectively utilize, skills, abilities and resources • Strengthen understanding and relationships – of budgeting processes , roles and relationship among all budget stakeholders - Address issues of values, attitudes, motivations and conditions in order to achieve human development -

Capacity development – Principles applied to GRB • Development literature indicates that CD is based on: • Broad based participation and locally driven agenda – achievement of gender equality • Building on local capacities – our national partners • Ongoing learning and adaptation – Phase I, II and III • Long term investments – Phase I, II and III • Integration of actions at various levels to address complex problems – all levels of government

  6. II. What do we Intend to Achieve through Capacity Development in Mozambique ? • Budgets and Budgets Processes fully incorporate gender equality to ensure that gender equality commitments will be affectively implemented (GRB III Programme Goal)

  7. III. What capacities are needed for GRB in Mozambique? Capacities to: • formulate or influence formulation of gender sensitive policies, plans and programmes; • Develop gender sensitive planning and budgeting methodologies, support the use and monitor impact • Use the methodologies to produce gender sensitive plans and budgets • Assess impact of allocations and expenditures in gender sensitive service delivery

  8. IV. How do we intend to achieve that? Acting at all levels of the Capacity Development Framework: Level/Dimension1 - Enabling Environment Phase III Action High level political commitment to GEWE and support to GRB Programme Based Budgeting New national development plan, plan of action on advancement of women • The context in which GRB III will take place which can be enabling or constraining

Level/Dimension 2 - Sector Phase III Action Lead Planning and budgeting Institutions; sectors at central, provincial and district level for undertaking Gender Responsive Budgeting and service delivery CSOs for gender budget advocacy and monitoring Ministry of Planning and Development, Public Sector Training Institute and Eduardo Mondlane University for GRB training and coaching to different audiences/budgeting actors - Where support is provided

  10. Level/Dimension 3 - Organizational Phase III Action Technical assistance Establishment of Planners and Budgeting Forum Project Coordination Group Project Steering Committee • Focus on organizational structures, processes and management issues includes support to institutional linkages

Level/Dimension 4 - Individual Phase III Action Planning and budgeting officers – MPD Public Training Institutions Trainers – Public sector Training Institute (ISAP) All public servants – from policy makers to local level staff – ISAP University managers and lecturers - UEM All Tertiary level students – UEM CSOs and other development stakeholders staff - UEM • Individuals as social or organizational actors and the way their skills and abilities contribute to the achievement of GRB III goal and ultimately national gender equality goals

  12. V. GRB Capacity Development stakeholders • The Gender Machinery – CD Level 1 • Gender Equality Advocates – CD Level1 • Ministries of Planning and Development & Finance – CD Level II &III • Public Sector Training Institutions – CD Level II • University Eduardo Mondlane – CD Level III

VI.1 What we will be measuring ? • Changes in the capacity of the gender machinery and gender equality advocates to consolidation or influence the enabling environment for gender responsive programming , planning and budgeting; • Changes in the capacity of key planning and budgeting institutions to lead sectors at all levels towards a more gender sensitive programming, planning and budgeting processes; • Changes in the planning and budgeting systems and structures within lead planning and budgeting institutions for effective gender responsive monitoring; • Changes in the capacities of training institutions to build knowledge, skills and abilities to ensure sustainability of gender responsive programming, planning and budgeting and M&E • Changes in the capacities at all levels to perform GRB within the Government • Changes in the capacities of civil society organizations to effectively monitor impact of GRB on equitable service delivery and promotion of gender equality

  14. VI.2. Measuring Methods • Capacity development impact assessment tool to be developed • Ex Ante and Post Fact capacity assessment to all stakeholders and beneficiaries
