Assessing comparative impact of innovative projects • Quantifying the comparative advantage (return on investment) • International Development Innovation Alliance (IDIA) Principles can help guide design: • Invest in locally-driven solutions • Take intelligent risks • Use evidence to drive decision-making • Fail fast and iterate • Facilitate collaboration and co-creation across sectors • Identify scalable solutions • IDIA metholology for measuring impact of innovation a framework to consider intended social impact more comprehensively.

Assessing comparative impact of innovative program portfolios • To developclearmetrics to measureprogress and comparative advantage of innovation results, need to establish: • standardizeddefinition of Development Innovation • common key indicators • mechanisms to track and report • knowledgeplatforms to sharelearning • Pilot reporting on innovation at the project level to build an inventory a complementary approach. • Drawinglessons to improve impact of innovations on beneficiaries the goal. • Experimentation Directive - example of incentivizing at macro-level.

Assessing progress and donor approaches • Develop evidence base and guidance on institutional incorporation of innovation, experimentation, and adjusted risk threshold. • The Observatory of Public Sector Innovation (OPSI) evaluation of Canada’s Public Service innovation system. • Innovation in DAC Peer Review – Canada currently being reviewed and innovation in development being highlighted.
