  3. What does restructuring means? • Modification of the company’s workforce; • Inevitable; continuous; necessary; • Benefits spread over time and space; • Timely restructuring (quick adjustment); • Costs felt unevenly (workers; local communities; regions; MS) 3/5

Two main questions • How shall the concerned actors ensure that restructuring is anticipated and managed in a way as to reduce to the minimum its social impacts, while maintaining the competitiveness of the European economies? • What is the best way to ensure that companies and workers’ representatives throughout Europe observe and comply with the best know practices when it comes to anticipating and managing restructuring? What should the EU do to promote those practices? 4/5

EU action - ARENAS project • Part of COM effort to support knowledge sharing on restructuring in EU; • Aim: identify good and innovative practices and promote mutual learning; discuss the effectiveness and usefulness of existent measures and tools; • How: 27 national seminars; 27 NBP; 1 EU Synthesis Report; 1 EU High Level Conference • Added value: seminars’ tripartite nature; comprehensive analysis complemented by case studies of the NBP; participatory and inter-active exercise (including web-tools). 5/5
