  11. Mechanisms of donor coordination • The national and southern govt.'s must be in the driver’s seat:Chair of the donor-group • Sector-wide donor groups (Thematic Groups chaired by the relevant ministry)

  13. Mechanisms of donor coordination (cont’d) • Lead-donor arrangements • Division of labour between donors:maximum rule of 3 sectors per donor? • Thresholds for donor-participation to sit at “the table” (either above X USD or above X fair of total USD-contribution)

Making it happen:Implementing agencies • Implementation partnerships with selected development agencies and companies (by the government’s project management unit) • Rules of procurement and tendering that are transparent and accountable (and preferably the same for external and domestic funds) • Implementing partnerships on services with multilateral agencies and NGOs - becoming “operators” for the Government (South)
