  2. ¿Cómo se originan los problemas de la SINAPPES?

  3. Se origina con el secretario de educación publica en 1979. Estableció propuestas del plan nacional de educación superior (PNES). Tenía como propósito difundir en la IES la cultura de la planeación.

  4. se logro la heterogeneidad en las instituciones de educación superior. (SINAPPES), instancias que promovían concentración y compromiso de la (IES) con el estado. La (CONPES), promover y propiciarlas acciones de los demás niveles, estudiando la globalización y los diversos problemas que enfrenta la educación

  5. (COEPES) es integrada por el gobierno federal , estatal y la IES de cada entidad federativa, define y formula las políticas y lineamientos que orientan al desarrollo de la educación superior. Los problemas de la SINAPES se originaron cuando la COEPES planteo estrategias que no se lograron poner en marcha con el sentido en que fueron propuestas . Modificaron estas propuestas atendiendo decisiones centrales fuera de la CONPES creando. instituciones avaladas por la SEP.
